The industry is a small scale orange category unit.
A. Earlier, the industry was identified by the than AEE on 10.12.2022 and was found that the industry is operating without consent to establish/consent to operate of the Board under the name & style of M/s Leather Experts, Plot no. 25, Sangal Sohal Road, Jalandhar. The industry had not made arrangement for disposal of effluent generated from auto spray section and for control of paint emissions from auto spray section.
B. Thereafter, directions u/s 33-A of the Water (Prevention and Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 were issued for closure of the industry and disconnection of electricity connection and for sealing of plant and machinery.
C. The electricity connection of the industry has now been disconnected by the PSPCL authorities on 14.02.2024 vide TDCO no. 100024563761 dated 14.02.2024.
D. The industry was visited by undersigned on 19.03.2024 and sealed the machinery of the industry in the presence of the representative of the industry.
E. Now, the industry has applied for fresh consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 under the name & style of M/s Thiru Bala Inc., Plot no. 25, Sangal Sohal Road, Jalandhar.
F. The industry has deposited Rs. 67200/- vide UTR no. 561975367 dated 27.02.2024, Rs. 11200/- vide UTR no. IDIBH23188407718 dated 07.07.2023, Rs. 11700/- vide UTR no. IDIBH23188413380 dated 07.07.2023 & Rs. 5000/- vide UTR no. 561975367 dated 27.02.2024 Under VDS Scheme and Rs. 67200/- vide UTR no. 481402645 dated 27.02.2024, Rs. 37000/- vide UTR no. 487340132 dated 12.03.2024 under Air Act, 1981 & Rs. 5000/- vide UTR no. 481402645 dated 27.02.2024 Under VDS Scheme and Rs. 8400/- vide UTR no. 481402645 dated 27.02.2024 as NOC fee, adequate upto 30.11.2025.
G. The industry was visited by the undersigned of this office on 19.03.2024 and it was observed that:-
1. The industry was not in operation during visit. Electricity supply was found disconnected.
2. The industry has installed auto spray machine, setting machine and gun spray machines.
3. The industry has now provided collection tank fitted with electrically operated heaters for evaporation of effluent generated in auto spray section.
4. The industry has now installed paint booth for manual gun spray section.
5. The industry has submitted land use classification letter issued by ATP, MC, Jalandhar vide no. STP/549 dated 31.05.2022 mentioning that the site of the industry falls in special industrial zone as per Master Plan, Jalandhar.
6. The industry has submitted building plan endorsed by approved architect.
Recommendations :-
A. Keeping the above in view, it is recommended that:-
1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for six months.
2. Electricity connection may be restored for six months and de-sealing of machinery may be allowed.
