The industry is small scale red category unit and earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2023/23733455 dated 11.10.2023 valid upto 10.04.2024 with special conditions mentioned therein along with temporary restoration of electric connection upto six months i.e. 10.04.2024………………………
Now the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 through OCMMS and the industry has informed that they have tried to applied for renewal of consent along with request of further restoration of electric connection. But, the option regarding applying of renewal in Invest Punjab portal was not working as only Auto-Renewal option is available for small scale industry. Accordingly, they have applied for renewal of further consent in Varied CTO option. There is no increase of any pollution load/production capacity, they have only applied for VARIED CTO OPTION as our electric connection is restored temporary and we have already submitted consent fee for five years……………………………….
The industry has deposited consent fee, which is adequate upto 30.06.2029……………………
To verify the facts, the industry was visited by AEE of RO on 18.03.2024 and it was observed as under: -
1. The industry was in operation during the visit and is engaged in auto black process.
2. The industry has installed water meter for the process and reading noted was 144.582 KL. 3. No stagnation has been noticed on the Road as earlier observed during the visit on 30.05.2023 and further no bypass arrangement has been provided by the industry.
4. The industry has made an agreement with re-processors i.e., M/s JBR Technologies Pvt. Ltd, Phase-8, Focal Point, Ludhiana for lifting of effluent @ 8000 Litre/Month.
5. The industry is maintaining the record of the total water consumption viz a viz effluent lifted. As per record reading on 22.09.2023 was 127.351 KL and the industry has consumed fresh water @ 17.23 KL and has lifted out 15 KL during this period, which is in consonance considering evaporation losses.
6. The industry is discharging only domestic effluent into sewer.
7. The industry is complying with the provisions of the Water Act, 1974.
As proposed by Regional Office, may, if approved:
1. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 be issued for restoration of electric connection of the industry temporarily for six months.
2. The Consent to Operate under Water Act, 1974 may be further extended upto six months with suitable condition as per policy of the Board.
