The HCF has earlier granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH4/2019/9020544 dated 22/02/2019 which is expired upto 30.09.2023 and under the Air Act, 1981 vide no. CTOA/Renewal/LDH4/2019/9020433 dated 22/02/2019 which is expired upto 30.09.2023………………
Further, the HCF was given personal hearing before the Senior Environmental Engineer on 22.01.2024, wherein it was decided as under: -
1. The HCF shall apply for renewal of consent to operate under the Water Act, 1974 & Air Act, 1981 and authorization under the Bio Medical Waste Rules, within one week.
2. Environmental Engineer, Regional Office-4, Ludhiana shall visit the HCF to verify the contentions to the HCF and process the consent/authorization application accordingly.
Now the HCF has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981…………………….
The HCF has deposited consent fee, which is adequate up to 30.09.2026……………………..
The HCF was earlier visited by the AEE of RO on 15.02.2024 and observed that
1. The HCF has provided 100 beds.
2. The HCF has provided an ETP for treatment of liquid waste generated from premises.
3. The HCF has provided water meter at outlet of the ETP cum STP reading of the same was 217.89 KL. The HCF is maintaining the record of same.
4. The HCF has provided separate hazardous waste room for storage of hazardous waste.
5. The HCF has also provided 03 DG sets of capacity 82 KVA, 125 KVA and 250 KVA equipped with canopy.
6. The HCF is complying with the provision of BMW Rules, 2016. Further, as per circular no. 329 dated 14.09.2023, the Board has decided to facilitate the entrepreneurs with “Auto generation of renewal of consent to establish/operate/authorization of any category of Small scale industries/projects/Health care Facilities (upto 50 beds) and Hazardous Waste generation industries” on the basis of self-declaration by these entrepreneurs and shall be without any inspection/ physical verification by the officers of the PPCB. As such, the HCF is complying with the provisions of the Air Act, 1981 and Water Act, 1974.
7. The HCF was visited by the officers of the Board on 02.01.2024 and effluent sample were collected from the outlet of ETP and as per analysis report all the parameters are within the prescribed limit of the Board.
As proposed by Regional Office, may, if approved:
1. Consent to operate under the Water Act, 1974 may be granted up to 30.09.2026 to the HCF with usual conditions and special conditions as under: -
a. The HCF shall not increase its beds without prior permission of the Board.
b. The HCF shall meet the effluent standards as notified by the MoEF&CC under Bio Medical Waste Management Rules, 2016 as amended up to date and subsequent amendments, if any.
c. The HCF shall renew its agreement made with CBWTF from time to time.
