It is submitted that the industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide nos. CTOW/Renewal/MKS/2019/9685091 and CTOA/Renewal/MKS/2019/both dt. 21.05.2019 valid upto 31.03.2024, respectively for operation of bio mass power plant to produce Electricity @ 6 MW, subject to the conditions mentioned therein.
The industry has applied for renewal of consents to operate under the Water Act, 1974 &Air Act, 1981 through OCMMS on 21.03.2014.The industry has already deposited consent fee of Rs. 2,82,000/- vide UTR/Reference No. UTR No. BKIDH24071784426 dated 11.03.2024 and Rs. 2,82,000/- vide UTR/Reference No. UTR No. BKIDH24071784144 dated 11.03.2024 under Water Act, 1974 &Air Act, 1981 which is adequate upto 31.03.2029.
The industry was visited by the AEE of this office along with ASO on 13.03.2024 and it was observed as under:-
1. The industry was in operation.
2. The industry has installed ESP as APCD with boiler of capacity @ 31.5 TPH and same was in operation during visit. The industry has installed adequate stack height with boiler along with adequate sampling collection facilities. The emission sample of the industry was collected during visit and as per analysis result concentration of SPM was found as 127 mg/nm3, which is within the permissible limits of 150 mg/nm3.
3. The industry has installed CCTV Camera's with the stack and found connected with the Server of the Board.
4. The industry has provided the physical/chemical treatment facility i.e. equalization tank and neutralization pit for treatment of effluent generated from the cooling tower blow down, boiler blow down, DM plant rejection etc. The industry has developed plantation area of about 05 acre land with proper network system for properly discharge of effluent.
5. The industry has provided the provision to collect the fuel ash into the trolley with wetting arrangement to avoid its blowing during the transportation.
6. The industry has provided the septic tank for treatment of domestic effluent; same was being disposed off onto land for plantation area.
7. The industry has developed the thick plantation area along its boundary wall, incompliance to conditions of consent.
The industry is complying with the conditions of consents granted to it earlier under the Water Act, 1974 and Air Act, 1981, regarding use of RDF of solid waste plant M/s JITF Urban Waste Management Pvt. Ltd., the industry has submitted that they have complied with the honorable NGT order regarding - use of RDF at our Biomass power plant. Whatever the RDF is being supplied by JITF /Municipal Corporation, we have accepted it & utilized & released all the payment in time. We also undertake that in future if any RDF is being supplied to us, we shall use it in compliance with PPCB guidelines. The industry has submitted that JITF has not supplied RDF after Feb 2020. Keeping in view of the above, it is recommended that consents to operate granted under the Water Act, 1974 and Air Act, 1981 may be extended for a period up to 31.03.2029, subject to the suitable condition along with following special conditions that:-
• The industry will use the RDF of Municipal Solid Waste processing plant with other fuel in the boiler when the same will be supplied by the M/s JITF as per the specifications prescribed.
• The industry will dispose its fuel ash properly in such a way that no nuisance will be created in the area.
