The project proponent has applied for Consent to establish (NOC for first time) under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for setting up a unit for Dyeing of fabrics @ 5 MTD by using Chemical & Dyes @ 300 kgs/day.
The industry has filled online application form, Brief project report, site plan location plan, manufacturing process flow chart, DTP letter bearing no. 3733 dated 09.12.2022, partnership deed, The industry has deposited Rs. 10800/- vide no. N020242843469009 dated 20.01.2024 + Rs. 10800/- vide no. 590144997 dated 22.03.2024 as NOC Fee. The adequacy of fee deposited by the industry is upto 31.03.2027..
The industry was visited by officer of this office on 22.03.2024 and observed as under:-
1. The industry has earmarked the boundary of the proposed industry and no construction work has been started.
2. The industry has proposed to install ETP of capacity 200 KLD comprising of following components:-
Collection – cum equalization tank - chemical dozing – floculator - primary tube settler - aeration tank - secondary tube settler - prefilteration tank - MGF, ACF.
3. In the project report the industry has proposed to install soft flow machines of capacity 300 kg only. The proposed discharge of effluent from these machine will be 160 KLD
4. As per the application the dyeing of fabric @ 5 TPD will be carried out by installing following soft flow machine.
• 300 kg soft flow x 4 no.
5. As per the above mentioned proposed machinery, the effluent generation will be 160 KLD and industry has proposed to develop 2.25 acre plantation area as per karnal technology, which is sufficient for propose discharge. The industry has also submitted an undertaking in this regard, as the industry wrongly mentioned discharged as 200 KLD instead of 160 KLD and 5 soft flow machines instead of 4 machines. The undertaking submitted by the industry may kindly be perused.
6. The industry has proposed to install septic tank for treatment of domestic effluent @ 2 KLD. The effluent after septic tank will be discharge onto land for plantation.
7. The industry has proposed to install 1 boiler of capacity 4 TPH, which will be wooden waste fired.
8. The industry has proposed to install cyclone separator as APCD along with stack of adequate and proper sampling arrangements.
9. The site is suitable for such types of establishments CLU granted by DTP Ludhiana vide memo no. 3733 dated 09.12.2021
In view of above, it is recommended that the industry may be granted 'Consent to established' (NOC for first time) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 3 year for dyeing of fabrics @ 5 TPD with discharge of trade effluent @ 160 KLD onto land for plantation and installation of boiler of 4 TPH capacity with wooden waste as fuel with suitable condition as per policy of the Board, please.
