It is submitted that the subject cited industry is an existing unit, which was granted consent to operate under the Water Act, 1974 vide no. R16SGRCTOW3433259 dated 14.01.2016 and under the Air Act, 1981 vide no. R16SGRCTOA3430292 dated 14.01.2016, which was further extended upto 31.03.2024 (for manufacturing of Acrylic Fibre/Tow/Tops @123.29 MTD, out of this dyeing of Acrylic Fiber/Tow @ 30.0 MTD is carried out), subject to the certain conditions mentioned therein.
Now, the industry has submitted an application for obtaining renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Acrylic Fiber/Tow/Tops @ 123.29 MTD out of this, dyeing of Acrylic Fiber/Tow @ 30.0 TPD by using Acrylonitrile (ACN) Max. Consumption @115.9 MTD, Methyl Acrylate (MA)/Vinyl Acetate (VA) use as per market availablity @ 7.6 MTD, Di Methyl Formamide (DMF) Max @ 3.7MTD, Sodium Styrene Sulphonate (SSS)/ Sodium Methyl Sulphonate (SMAS)/2 Acrylamido 2 Methyl propane (AMPS) use as per market availablity @ 0.6 MTD and Dyes & Auxiliaries Chemicals @ 1600 Kg/day as raw material.
Accordingly, the industry was visited by team comprising of ADC (G), Sangrur, EE and AEE, Punjab Pollution Control Board, Regional office, Sangrur during visit to the industry on 27.02.2024 and observed as under: -
1) The industry as well as ETPs & STPs were in operation at the time of the visit and is engaged in manufacturing of Acrylic Fiber/Tow/Tops involving dying process.
2) The gross fixed assets of the industry has increased from 434.55 lacs as on 15.01.2019 to Rs. 441.22 as on 20.01.2024 with increase in plant & machinery from Rs. 355.66 lacs to Rs. 361.49 lacs In this regard, the industry has submitted details regarding increase in plant & machinery, on persual of which, it is clear that no polluting machiney has been added and the increment is due to addition/re-placement of existing non-polluting machinery i.e. air compressor, chiller, hot water tank etc. Morevoer, the industry has submitted Rs. 21,600/- through online vide receipt no. N073242933381423 dated 28.02.2024 as NOC regularization fee, which is adequate.
3) The industry has installed 2 no. ETP's, details of which are as under: -
a) Main plant ETP- Physico chemical followed by Biological and tertiary treatment based ETP of 75 M3/hr (1800 KLD) capacity for treatment of effluent generated from fiber manufacturing process comprising of Effluent Collection Pit, Equalization Tank, Emergency holding Tank, Primary Clarifier, Oxinitrification Tank, Denitrification Tank, Secondary Clarifier, Polishing Tank, stablizing Tank, Chlorination Tank, Activated Carbon Filter (ACF), Multigrade Filter (MGF).
b) Fibre dye house ETP- Physico chemical followed by Biological and tertiary treatment based ETP of 25 M3/hr (600 KLD) Effluent Collection Pit, Bar Screen , Equalization Tank, DAFF, Electro Co-ogulation, Aeration tank, Clarifier, Pressure Sand filter.
Both the ETPs have common outlet for disposal of treated effluent into plantation area. During visit, effluent samples from final common outlet of ETP were collected and sent to Head Office laboratory for its analysis. As per analysis report received from Head Office lab, concerntration of various parameters were found within the permissible limits as prescribed by the Board. The details of which has been incorporated at agenda point (viii)
4) The industry has provided CCTVs cameras at inlet of ETP, Aeration tank and outlet of ETP. Further, the industry has connected all the CCTVs cameras with Board's server.
The industry has installed 2 no. STP's (having capacity 150 KLD, each) for treatment of domestic effluent generated from residential colony existing within the premises comprising of Bar screen, Oil & Grease trap, equalization tank, MBBR, Tube settler, chlorine contact tank, multigrade filter, activated carbon filter, sludge drying beds. Both the STPs have common outlet leading to plantation area. During visit, effluent samples from final common outlet of STP were collected and sent to Head Office laboratory for its analysis. As per analysis report received from Head Office lab, concerntration of various parameters were found within the permissible limits as prescribed by the Board. The details of which has been incorporated at agenda point (viii). It is pertinent to mention here that dometic effluent generated from industrial premises apart form residential colony is taken into biological treatment tank of ETPs after septic tank.
5) Effluent after treatement through ETP & STP is discharged onto land for plantation in an area measuring 40 acres developed as per karnal technology.
6) The industry has provided 3 no. rice husk fired boilers each of capacity 15 TPH, 1 no. rice husk fired boiler of capacity 21 TPH and other 1 no. boiler of capacity 40 TPH (The industry is removing this boiler due to un-favourable market condition and lower demand of acrylic fibre), all of the boilers are equipped with separate electrostatic precipitators as APCD.
7) The stack emission samples were collected on 28.02.2024 and as per analysis results received from Board's Lab, all the parameters were found within permissible limits prescribed by the Board. Details of which have been mentioned at sr. no. D(i) of agenda note.
8) The industsy has installed particulate matter measuring meter on each panel of the Boiler. Further, it has provided CCTVs cameras with all the boiler stacks and same has been connected with Board's server.
9) The industry is maintaining the record of fresh water consumed and trade/ domestic effluent discharged. Also, the industry is maintaining the records of the energy meters installed with the APCD's/ETP's.
The industry is complying with the conditions imposed in the previous consents granted to it under the Water Act, 1974 and the Air Act, 1981.
In view of above, it is recommended that the renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 (for manufacturing of Acrylic Fiber/Tow/Tops @ 123.29 MTD out of this, dyeing of Acrylic Fiber/Tow @ 30.0 TPD by using Acrylonitrile (ACN) Max. Consumption @115.9 MTD,Methyl Acrylate (MA)/Vinyl Acetate (VA) use as per market availablity @ 7.6 MTD, Di Methyl Formamide (DMF) Max @ 3.7MTD, Sodium Styrene Sulphonate (SSS)/ Sodium Methyl Sulphonate (SMAS)/2 Acrylamido 2 Methyl propane (AMPS) use as per market availablity @ 0.6 MTD and Dyes & Auxiliaries Chemicals @ 1600 Kg/day as raw material) may be granted to the industry upto 31/03/2026, subject to suitable conditions as per policy of the Board.
