It is submitted that the subject cited industry is an existing unit, which was lastly granted consent to operate under the Water Act, 1974 vide no. CTOW/Varied/SGR/2019/9399160 dated 17/04/2019 and under the Air Act, 1981 vide no. CTOA/Varied/SGR/2019/9398734 dated 09/05/2019, both valid upto 31/03/2024 for manufacturing of Acrylic Yarn (Grey & Dyed) @ 48.97 MTD, Dyeing of yarn @ 8 MTD and Dyeing of fibre @ 15 MTD by using Acrylics/ Nylon/ Synthetics/ Cotton/ Fiber/ Tow/ Tops @ 53.72 MTD and Dyes & Auxiliaries Chemicals @ 1600 Kgs/day as raw material subject to certain conditions mentioned therein.
Now, the industry has applied to renew consent to operate granted under the Water Act, 1974 and the Air Act, 1981 for manufacturing of Acrylic Yarn (Grey & Dyed) @ 48.97 MTD, Dyeing of yarn @ 8 MTD and Dyeing of fibre @ 15 MTD by using Acrylics/ Nylon/ Synthetics/ Cotton/ Fiber/ Tow/ Tops @ 53.72 MTD and Dyes & Auxiliaries Chemicals @ 1600 Kgs/day as raw material.
To verify the submission made by the industry, it was visited by team comprising of ADC (G), Sangrur, EE and AEE, Punjab Pollution Control Board, Regional office, Sangrur of this office during visit to the industry on 27.02.2024 and it was observed as under:-
1. The industry was in operation bu engaging in manufacturing of Acrylic Yarn (Grey & Dyed), Dyeing of yarn and Dyeing of fibre.
2. The gross fixed assets of the industry has increased from 224.99 lacs as on 31.12.2018 to Rs. 271.16 lacs as on 30.11.2023 with increase in plant & machinery from Rs. 161.68 lacs to Rs. 196.13 lacs and increase in value of building from Rs. 61.81 lacs to Rs. 72.31 lacs. In this regard, the industry has submitted details regarding increase in plant & machinery and building, on persual of which, it is clear that no polluting machiney has been added. The increment is due to addition/re-placement of existing non-polluting machinery i.e. Screw Compressors, TFO Twister Machine, OHTC For TFO, Tow Cutter and Sliver Cutter Machine, Top Arm Zinser Ring Frame, etc. Morevoer, the industry has submitted Rs. 72,000/- through online vide receipt no. N074242935283777 dated. 14/03/2024 as NOC regularization fee, which is adequate.
3. The industry has installed ETP (ZLD plant), based on physical, electro-coagulation followed by biological process followed by five stage multi effect evaporator to treat the trade effluent @ 960 KLD from M/s Indian Acrylics Ltd. Spinning Division (Unit-I), Village Harkishanpura and domestic effluent @ 130 KLD comprising of Equalization tank (in series 1-2-3), Equalization tank (parallel 4-5-6), Electro coagulation process, Dissolved air floatation clarifier, Aeration tank (parallel 8 no.),Activated sludge process (sludge thickener), Secondary clarifier, Filter feed tank, Pressure sand filtration, Ultra filtration, Four stage Reverse Osmosis process, RO Permeate to dyeing process and Reject to multi effect evaporator (five stage).
4. The RO permeate is being taken back into process, whereas, RO reject is being taken to five stage multi effect evaporator to make the plant at zero liquid discharge.
5. The industry has installed water meter at inlet & outlet of ETP, ultrafilteration outlet RO permeate- I, II, III & IV. From persual of the record, the ZLD system installed by the industry is established.
6. The required steam and power is being taken from the existing boilers installed in its sister concern i.e. M/s Indian Acrylics Ltd., Village Harkishanpura. Therefore, the industry has not installed any boiler/furnace/DG set in the premises, as such no fuel is being used for burning purposes and there is no source of air pollution.
It is, therefore recommended that the varied consent to operate under the Water Act, 1974 & the Air Act, 1981 for manufacturing of Acrylic Yarn (Grey & Dyed) @ 48.97 MTD, Dyeing of yarn @ 8 MTD and Dyeing of fibre @ 15 MTD by using Acrylics/ Nylon/ Synthetics/ Cotton/ Fiber/ Tow/ Tops @ 53.72 MTD and Dyes & Auxiliaries Chemicals @ 1600 Kgs/day as raw material may further be renwed to the industry upto 31/03/2026 with usual conditions as per policy of the Board.
