It is intimated that Sh. Satnam Singh S/o Sh. Gurbachan Singh had submitted a request to establish a new stone crusher in Vill. Behbal Manj, Tehsil Mukerian, Distt. Hoshiarpur. Accordingly, the letter for various distance siting guidelines was sent to concerned departments. Now, the site was purchased by Sh. Hardeep Singh resident of H.No. 112, R- Model Town,Jalandhar -1 from Sh. Satnam Singh S/o Sh. Gurbachan Singh R/o Vill. Behbal Manj, Tehsil Mukerian Distt. Hoshiarpur. As per agreement/ Halfia Bian dutly attested by Notary dated 19.02.2024 stating that the Khasra No. 1380 & 1385 has been sold to Sh. Hardeep Singh S/o Gurmeet Singh.
Now, the project proponent has applied for production @ 10000 CFT/day consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 through OCMMS for the establishment of a stone crusher in the name of M/s Guru Stone Crusher at the revenue estate of village Behbal Manj, Tehsil Mukerian, Distt. Hoshiarpur. The project proponent has deposited Rs. 8900/- vide receipt no. 757996347 dated 14.03.2024 as NOC fee and application form fee. The stone crusher has submitted project report, site plan, location plan, partnership deed, SDM Certificate vide no. 1720/MC dated 07.11.2023 & 2498/MC dated 29.02.2024, Executive Engineer –cum- Mining reported that vide khasra no. 1380, 1385 vide letter no. 697-98 dated 29.02.2024 and also EE PWD reported through SDM, Mukerian vide letter no. 2248/DB dated 21.03.2024, of Khasra No. 1380, 1385 and Naib Tehsildar Talwara reported vide letter no. R-1255 dated 14.08.2023 and letter from Forest Department vide no. 286 dated 17.05.2023 & 338 dated 24.04.2023.
The project proponent has submitted DTP Letter bearing no. 679 DTP(H)/CLU-1 dated 15.07.2021 of Khasra No. 1978, 1379, 1980 & 1385. The industry has proposed to install septic tank for the treatment of domestic effluent. The industry has proposed to install of capacity 500 KVA fitted with canopy.
It is intimated that the site was visited by officer of this office on 15.03.2024 and it was observed that the site of stone crusher is situated at Village Behbal Manj. The stone crusher has done the demarcation of the site. The stone crusher has not started any work at site. The electric were crossing over the proposed site. As per project report submitted the project proponent has proposed to install 01 no. jaw crusher 15x 30, 02 no. Vibrators, 01 no. Granulator 12x48, 02 no. rotopactors. The site is suitable as per revenue record & comply with the guidelines. As per request submitted the project proponent the stone crusher will be established only in the khasra no. 1380, 1385 only.
In view of above, if approved, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year with the condition that:
1. The stone crusher shall submit the CLU within this period which is already applied to the Department.
2. The stone crusher shall obtain Mining registration before operating the unit.
3. The stone crusher shall not operate the stone crusher without prior permission of the Board.
4. The CTE is granted on the basis of report submitted by the all concerned Departments received through/SDM/DTP letter no. 1720/MC dated 07.11.2023 & 2498/MC dated 29.02.2024 and 679 DTP(H)/CLU-1 dated 15.07.2021 & on the basis of the request made by the industry for installing of stone crsuehr in Khasra No. 1380 and 1385.
5. The stone crusher strictly shall established in mentioned in the khasra no. 1380 and 1385 as per request made by the industry.
6. The stone crusher shall obtained necessary permission from the concerned department before its operation.
7. The stone crusher shall submit the certificate from SDM Mukerian that the stone crusher has been established in the khasra no. 1380,1385 only before applying CTO.
8. The stone crusher shall comply with the provisions/conditions of the letters issued by concerned departments.
9. The stone crusher shall comply with noise Rules ,2016 and no complaint regading operation of the stone crusher.
10. The stone crusher shall comply with the guidelines/code of practice of Environmental guidelines for stone crushing unit vide CPCB letter no. CP-12/9/2022-IPC-V-HO-CPCB-HO/1900 dated 01.08.2023.
