It is intimated that the industry was granted consent to establish (NOC) under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/NWS/2023/21842948 dated 25.04.2023 valid upto 24.04.2024 for manufacturing of Rice @6T/Hour and prdocut Rice Bran @0.297T/Hour Rice Husk @1.98T/Hour Phuk @0.27T/Hour Shortage @0.453T/Hour from Paddy Paddy @ 9 T/Hour along with shelling section cyclone as APCD and 01 No. Mechanical Dryer with cyclone as APCD and 01 no. Sortex Machine with conditions mentioned therein.
Thereafter, the industry was visited by officer of this office on 28.10.2023, accordingly, the show cause notice for violation issued to the industry along with an opportunity of personal hearing before the Addl. Senior Environmental Engineer on 05.03.2024 vide no. 576 dated 23.02.2024 and 19.03.2024 vide no. 924 dated 14.03.2024.
Now, the industry has applied for consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry has submitted CA Certificate, completion of APCD.
The industry has deposited Rs. 42000/- vide UTR No. 449608066 dated 19.03.2024 and Rs. 42000/- vide UTR No. 827523431 dated 19.03.2024. The fee deposited by the industry is adequate upto 30.09.2029.
The industry was visited by JEE (OS) of this office on 21.03.2024 and observed that the rice has installed 01 No. Shelling section with cyclone as APCD and adequate stack height, 01 No. Dryer along with cyclone as APCD and adequate stack height. The industry has installed 01 No. Sortex machine. The industry has provided septic tank for the treatment of domestic effluent and same will be discharged onto land for plantation.
In view of above, if approved, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2025 with suitable terms and conditions and with special condition that
1) The rice sheller shall submit analysis report in the next coming season and shall comply with the code of practice prescribed for rice shellers.
2) The rice sheller shall not install any new machinery without prior permission of the Board.
3) The rice sheller shall provide plantation around the periphery of the unit.
4) The rice sheller shall provide green belt along the wall adjoining to the houses.
5) The rice sheller provide adequate height of the wall towards the houses to avoid the flowing rice husk.
6) The rice sheller shall submit the CLU from the concerned Department with 02 months.
