Sir, the point wise reply is as under:-
1. What type of industries are to be established in the proposed industrial park and generation, treatment & disposal of effluent to be generated from the process the said units. Reply:- The project proponent has submitted that only green category of industry will be allowed in the industrial park. Further, if any industrial effluent is there, the industry will obtain separate consents from the Board for zero liquid discharge.
2. As to whether the process of individual units, which are to be establised, are covered under the ambit of EIA notification dated 14.9.2006.
Reply:- The project proponent has submitted that no industry covered under the ambit of EIA notification dated 14.9.2006.
3. As to whether Master Plan of the area has been notified by the department of town and country planning and land use pattern of the proposed site in the said master plan.
Reply:- Yes, the Master Plan of the area has been notified and as per the Master Plan the site falls in mixed use and agriculture zone. However, the industry has obtained CLU for setting up of industrial park.
4. What is the sitting criteria to set up industrial park as per the policy of the Board under prevalence and suitability of site, thereof.
Reply: - There is no specific siting criteria for setting up of industrial park. Further, as only green category of industries are to be allowed in the proposed park. It has been verified that no residential area/village phirni/lal lakir falls within the 100 mtr boundary of the project.
In view of the above, it is recommended that Consent to Establish (NOC) from pollution angle under the provisions of the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year subject to suitable conditions and following additional conditions that:
1. The CTE has been granted on the basis of proposed layout plan submitted by the project proponent. The project proponent will be bound to obtain fresh CTE/NOC if there are any changes in the layout to be approved by the competent authority.
2. The promoter company shall allot plots only to white and green category of industry as per categorization of industries issued by the Board and no orange/red category industry will be allowed to be set up in this proposed industrial park.
3. The project proponent shall not carry out any activity which attracts the provisions of EIA notification dated 14.09.2006.
4. The project proponent shall ensure that all the units to be established in the project must obtain prior CTE/CTO of PPCB and shall also impose a condition in this regard in the allotment letter to be issued to the unit.
5. The project proponent shall ensure that, if any industry will generate trade effluent, the industry shall provide its own ETP based on ZLD system and no treated / untreated trade effluent will be allowed to be discharged outside the premises of said industry.
6. The project proponent shall developed 2906 sqm green area as per Karnal technology within its premises for reuse of treated waste water for irrigation purpose.
7. The project proponent shall submit the complete drawing and design of the STP and its component at the time of obtaining consent to operate.
8. The project proponent shall obtain permission from PWRDA for abstraction of ground water within one month.
9. The project proponent shall not provide any occupancy in the project without obtaining the prior permission / consents of the Board and is bound to make adequate arrangement for the disposal of treated domestic effluent before providing any occupancy.
10. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing on-site facility to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. The project proponent shall install mechanical composter for the treatment of wet biodegradable solid waste.
11. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
12. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
13. The project proponent shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disburse in the air in any form.
14. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form.
15. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project.
16. The promoter company shall ensure that the total built up area of construction being carried out by it orany different builders may not be greater than 20,000 sqm, otherwise the project as such is covered under category 8(a) of the schedule appended to the EIA notification and project proponent of the building and construction project is required to obtain the environmental clearance, failure which, the promoter company/builder shall be liable for action for the violation of EIA notification dated14/09/2006.
17. The NOC/ CTE has been granted on the basis of information filed by the project proponent and if, in future any information is found wrong, the Board has right to revoke the NOC/ CTE.
