It is intimated that the poultry farm is a small scale green category unit. Earlier, the poultry farm had applied for obtaining consent to establish/NOC for establishment of broiler farm on the khasra nos., which were not meeting with the siting criteria as per the previous note history of the case. Further, the representative of the poultry farm had requested to establish the poultry farm in another land, which will be meet with siting criteria as per CPCB guidelines. Accordingly, the application was returned to the poultry farm.
Now, the poultry farm has applied for obtaining NOC/consent to establish for the establishment of a new broiler farm of capacity 10,000 Number/day at VPO Naiwala, District Barnala under the green category at new Khasra No. 67//3 (8-0) khewat no. 289/404.
The report of the site has been received in this office from revenue department vide letter no. 4685 dated 21.02.2024. As per report the site of the broiler farm falls in Khasra No. 67//3 (8-0) khewat no. 289/404 in the revenue estate of Village Naiwala, Tehsil & Distt. Barnala. Revenue Department report is stating as under:-
1. The site is situated at distance of more than 100 mtr away from lal lakir/phirni of the village.
2. The site is situated at distance of more than 200 mtr away from 15 pucca houses.
3. The site is situated at distance of more than 100 mtr away from MC limits.
4. The site is situated at distance of more than 500 mtr away from residential zone.
5. The site is situated at distance of more than 200 mtr away from river, lake and canal.
6. The site is situated at distance of more than 500 mtr away from any major drinking water reservoir or catchment side.
7. The site is situated at distance of more than 100 mtr away from wells, water storage tanks etc.
8. The site is situated at distance of more than 150-200 mtr away from National Highway.
9. The site is situated at distance of more than 100-120 mtr away from State Highway.
10. The site is situated at distance of more than 10-15 mtr from rural road, internal road, village pagdandis.
As per revenue department report, the site is fulfilling the sitting criteria for establishment of broiler farm. A copy of the report of revenue department is attached.
The broiler farm has deposited Rs. 1900/- (Rs. 1400/- as NOC fee + Rs. 500/- application fee) through online vide UTR no. 747004033 dated 06.09.2023 as NOC fee against the proposed value of fixed assets Rs. 20.95 lacs, which is adequate.
The broiler farm has submitted a copy of latha, fard, lsite plan, project report along with the application form.
To verify the facts, the site of the broiler farm has been visited by the officer of this office on 20/03/2024 and as per the new site selected by the project proponent as mentioned in the revenue department report, it was observed as under:-
1. The site of the unit is situate at Village Naiwala, Tehsil and Distt. Barnala.
2. No construction work has been started at site and crop was grown in the field.
3. There is no River, Lakes, canals and drinking water source like wells, summer storage tanks near 200 m to this poultry farm. Also no national highway and state highway in the radius of 150 m of poultry farm. Also there is no approved residential area/ 15 pucca houses within 500 meters of this poultry farm. However, there is only one house within 150 mtr area of the site. As such, the site is suitable for the above said establishment of the unit.
4. The broiler farm will not generate any trade effluent. However, domestic effluent @ 0.8 KLD will be discharged onto land for plantation after passing through septic tank.
5. The broiler farm has not proposed to install any D.G set.
Keeping in view of above, it is recommended that consent to establish (CTE) may be granted to the broiler farm for one year, for the establishment of broiler farm, subject to the suitable conditions and with special condition that the poultry farm will comply with the Environmental Guidelines issued by the CPCB.
