File Note: Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: - Earlier, the industry has obtained consent to operate under Water (Prevention & Control of Pollution) Act, 1974 CTOW/Varied/ASR/2020/12264289 dated 04/03/2020 and consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/ASR/2020/12241686 dated 04/03/2020, which is valid up to 31/03/2024 for production of STEAMED RICE/RAW RICE @ 7.8 Metric Tonnes/Hour (for 20hr/day operation) Parboiled/ Seila Rice @ 7.8 Metric Tonnes/Hour (for 20hr/day operation). Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of STEAMED RICE/RAW RICE @ 7.8 Metric Tonnes/Hour (for 20hr/day operation) Parboiled/ Seila Rice @ 7.8 Metric Tonnes/Hour (for 20hr/day operation). Detail of the case are as under: - 1. The industry has submitted CA certificate dated 16.02.2024, which its gross value of fixed assets of Rs. 20766.81 Lakhs as on 31.01.2024. Accordingly, it has deposited Rs. 28,21000/- (including Rs. 14,10,500/- under Air Act, 1981 and Rs. 14,10,500 under Water Act, 1974 vide PBIP Receipt no. PBIP/16109 dated 20.03.2024, which it is adequate upto 31.03.2029 under both Acts. 2. The industry has submitted compliance report of previous consent granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. 3. The industry has also submitted analysis report of air emission samples collected by the Board on dated 21.12.2023. As per analysis report, issued by Zonal Office Lab, Jalandhar vide no. 16-18 dated 02.01.2024, the result of particulate matter (boiler @ 12 TPH) @ 273 mg/nm3 against 350 mg/nm3, particulate matter ((boiler @ 12 TPH) @ 235 mg/nm3 against 350 mg/nm3 and particulate matter (paddy pre-cleaner) @ 300 mg/nm3 against 500 mg/nm3 are found prescribed limits of the Board. The industry was visited by officers of this office on 21/12/2023 and observed as under: - 1. The industry was in operation during the visit and APCD installed by the industry was also in operation. 2. Saila manufacturing was not undergoing due to low demand (as informed by the representative of the industry 3. The industry has installed 02 no. boilers of 12TPH capacity each and has installed Trema Cyclone as APCD with each boiler with stack of adequate height and proper sampling arrangements. 4. The industry has provided enclosed area for storage of rice husk to be used in boiler section. Ash being generated from the boilers is being transported through conveyor system to the covered storage area for further transportation. 5. The industry has installed 02 no. production lines of capacity 12 TPH each for production raw rice/steam rice/saila rice & has installed separate cyclones as APCD with pre-cleaner and drier with stack of adequate height and proper sampling arrangements. 6. The ETP installed by the industry was not in operation, as saila plant was not running. The ETP comprises of Equalization Tank, Anaerobic Filter, Aeration Tank, Secondary Sedimentation Tank, Sludge drying Beds. The industry has provided planation area in 05 acres for discharging treated effluent after ETP with karnal technology. The condition of the planation are found good and has developed eucalyptus trees in the plantation area. 7. The industry has installed 03 no. D.G set of capacity 800 KVA each and 01 no. D.G set of capacity 125 KVA which are provided with canopy and adequate stack height. It is further intimated that the industry is complying with the conditions of consents granted earlier under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The industry falls in red category in the large-scale sector and competency to decide the case lies with Hon'ble Chairman of the Board. Keeping in view of above, may if approved, renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 31/03/2029 with suitable terms & conditions.
