Kindly find attached the detailed inspection report along with agenda note. Further observations are as under: -
Earlier, the industry has obtained consent to operate under Water (Prevention & Control of Pollution) Act, 1974 CTOW/Renewal/TRT/2019/9664340 dated 09/05/2019 and consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/TRT/2019/9664071 dated 13/05/2019, which is valid up to 31/03/2024 for production of Rice @152T/day, Bran @4.8T/day, Husk @52.5T/day
Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of Rice @152T/day, Bran @4.8T/day, Husk @52.5T/day
Detail of the case are as under: -
1. The industry has submitted CA certificate dated 04.03.2024, which its gross value of fixed assets of Rs. 3965.49 Lakhs as on 01.03.2024. Accordingly, it has deposited Rs. 360000/- vide UTR No. HDFCR52024030585627911 dated 05.03.2024 as consent fee under Water Act, 1974 and Rs. 371300/- (including Rs. 500/- as application form fee and Rs. 10800/-as NOC regularization fee) vide UTR No. HDFCR52024030585631668 dated 05.03.2024 as consent fee under Air Act, 1981, which it is adequate upto 31.03.2029 under both Acts.
2. The industry has submitted compliance report of previous consent granted under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974.
Further air emission and effluent samples were collected by this office on 06/03/2024. As per analysis report, issued by Zonal Office Lab, Jalandhar vide no. 766-65 dated 15.03.2024, the result of particulate matter (boiler @ 20 TPH) @ 56 mg/nm3 against 150 mg/nm3, particulate matter (pre-cleaner) @ 195 mg/nm3 against 500 mg/nm3 and particulate matter (Sheller) @ 278 mg/nm3 against 500 mg/nm3 are found within prescribed limits of the Board. As per analysis report, issued by Zonal Office Lab, Jalandhar vide no. 811-13 dated 15.03.2024, the result of various parameters pH 7.4, TSS 46 mg/l, COD 152 mg/l and BOD 27 mg/l are found within prescribed limits of the Board.
The industry was visited by officers of this office on 06/03/2024 and observed as under: -
1. The industry was in operation during visit.
2. The industry has installed 02 no. production line of unit-1 and unit-2 having capacity @ 15 TPH each
3. The industry has installed common ETP to treat the effluent generated from both the units i.e. Unit-1 & Unit-2 and same was in operation during visit.
4. The Effluent Treatment Plant comprises collection cum equalization tank, anaerobic reactor, Aeration tank and clarifier.
5. The industry has installed a D. G. set of capacity 600 KVA, which is equipped with canopy.
6. The industry has installed a boiler of capacity 20 TPH and has provided 03 stage ESP as APCD. This boiler caterers the need of stream of both the units i.e. unit-1 & unit-2.
7. Ash being generated from the boiler is being transported through conveyor system to the covered storage area for further transportation.
8. The industry has developed around 4.3 acre land for discharge of treated trade effluent of both the units.
9. The industry has provided common room type enclosure for storage of rice husk being generated from the milling section of the both units, within the area of unit-2.
10. The industry has stabilized the approach roads, within the premises.
11. The industry is complying with the code of practice for rice Sheller/saila plants.
It is further intimated that the industry is complying with the conditions of consents granted earlier under Air Act, 1981 and Water Act, 1974
The industry falls in red category in the large-scale sector and competency to decide the case lies with Chief Environmental Engineer.
Keeping in view of above, may if approved, renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry up to 31/03/2029 with suitable terms & conditions. |
