It is submitted that, the industry is a small scale red category dyeing unit. Earlier the industry was identified by the officer of the Board and observed that the industry was running at site without installing any treatment facility for the treatment of effluent generated from dyeing process and without obtaining consent to operate of the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Accordingly, the directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and 31-A of Air (Prevention & Control of Pollution) Act, 1981 were issued to the PSPCL authorities vide Board's letter no. 4038 dated 25.07.2023 for the disconnection of the electric connection of the unit. In compliance of above said directions, electric connection of the unit was disconnected by the PSPCL Authorities vide TDCO no. 48/501 dated 30.01.2024.
Now, the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for production of dyeing of polyester fabric @ 750 Kgs/day and dyeing of yarn @ 400 kgs/day with disposal of trade effluent @ 50.0 KLD onto land for plantation after treatment through ETP and domestic effluent @ 0.5 KLD onto land for Plantation after septic tank. The industry has deposited Rs. 21,000/- vide UTR No. CBINH24061266511 dated 01.03.2024 & Rs. 15,000/- vide UTR. No. CBINH24075927617 dated 15.03.2024 under Water (Prevention & Control of Pollution) Act, 1974, Rs. 7200/- vide UTR no. CBINH24075934783 dated 15.03.2024 as NOC regularization fee and Rs. 21,000/- vide UTR No. CBINH24061266453 dated 01.03.2024 & Rs. 15,000/- vide UTR No. CBINH24075933503 dated 15.03.2024 under Air Act, 1981, which are adequate upto 31.03.2025 under both acts after deducting late fee penalty.
The industry had submitted copy of CLU from DTP, Ludhiana vide no. 347/DTP/L/M2A dated 09.02.2024 mentioning that the site of the industry falls in Industrial Land Use Zone as per Master Plan Ludhiana (2007-2031).
The industry has submitted copy of approved building plan from the competent person under Factory Act.
The industry has submitted feasibility report of the ETP of capacity 100 KLD based on pysico chemical treatment method.
The industry has submitted udyam registration certificate as proof regarding the date of commission i.e. 23.06.2022.
The industry has submitted an undertaking that it shall operate its process in one shift for 12 hrs only.
The industry was visited by AEE of this office on 26.03.2024 and observed that:-
1. The industry was not in operation as the electric connection of the unit was not intact.
2. The industry has installed knitting machines, 01 soft flow dyeing machine of capacity 300kg and 04 cabinet dyeing machines of capacity (60 kg X 1) and (30 kg X 3) inside the premises for dyeing of polyester fabric and yarn.
3. The industry has installed an ETP consisting of Collection tank Chemical dozing arrangement Flocculator Tube settlers Filters Outlet. All components of ETP were in line and in operational condition.
4. The industry has provided plantation at area of about 01 acre to discharge treated effluent @ 50 KLD, which is adequate to manage the quantum of discharge.
5. The industry has installed 01 boiler of capacity 2.0 TPH with cyclone separator as APCD inside the premises. The wood chips was stored as fuel to be used in boiler.
6. The industry has also installed 01 DG set of capacity 30 KVA with canopy and adequate stack height.
7. The industry is complying with provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that:-
1. Consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of 06 months with the special condition that it shall got analyzed air emission samples from the Board's lab within this period.
2. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 may be issued to the PSPCL authorities to restore the electric connection of the unit temporarily for the period of 06 months.
