File Note: A. It is submitted that the industry is large scale red category auto parts manufacturing unit. B. It was granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH4/2020/12782397 dated 30.10.2020, upto 31.03.2024 and under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2020/12782743 dated 30.10.2020, upto 31.03.2024 with certain conditions and special conditions mentioned therein. C. Now, the industry has applied for renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS. D. The industry has deposited consent fee Rs. 18,00,000/- vide UTR No. BARBZ24075620187 dated 15.03.2024 under the Water Act, 1974 and Rs. 18,00,000/- vide R.no. BARBZ24075620189 dated 15.03.2024 under the Air Act, 1981, which is adequate upto 31.03.2029. E. There has been increased in gross value of fixed assets of the industry from 320.18 cr. to 390.29 cr. There has been increased in plant & Machinery of the industry from 261.48 cr. to 316.71 cr. As per the detail submitted by the industry (copy attached) the increase is due to replacement of old machinery, advanced CNC machines etc. There has been no change in production capacity of the industry. There has been no increase in pollution load. The industry has deposited adequate NOC regularization fees Rs. 1,05,600/-videR.no.BARBZ24075620193 dated 15.03.2024. F. The industry was visited by officer of this office on 20.03.2024 and it was observed as under:- 1. The industry was in operation and is engaged in manufacturing of auto parts using cutting, milling, shot blasting and turning operations. 2. Around @ 3 KLD is generated from washing of trays used for carrying small parts by the workers. This trade effluent pre-dominantly contains oil & grease. 3. The industry has installed STP cum ETP for treatment of domestic effluent along with the above mentioned trade effluent. Oil & grease trap has been provided for trapping oil & grease generated from tray washing. The STP cum ETP was in operation during the visit and effluent sample from the outlet was collected and sent for analysis to Zonal Lab, Ludhiana and its results are awaited. 4. The sample of the effluent was lastly collected from its outlet on 14.03.2022 and as per analysis report concentration of various parameters i.e. pH=7.6, TSS=38, TDS=685 mg/l, COD=92 mg/l, BOD=20 mg/l and Oil & Grease=7.0, which were within permissible limits prescribed by the Board. 5. The industry is maintaining the record of flow meter as well as energy meter installed for the STP. 6. The industry has installed 10 shot blast machines and all the machines are equipped with cyclone followed by bag filters as APCD and adequate stacks. 7. The industry has also installed various furnaces {Mesh bolt furnaces (06 nos.), Normalizing furnace (02 nos.), sealed quench furnace (05 nos.), Pre-heating furnace (02 nos.), Billet heaters (12 nos.), hot forging press (12 nos.), Muffle furnace (01 no.), and tempering furnace (02 nos)}, all are electrically operated. 8. The industry has installed 8 D.G. sets of varying capacities placed in acoustic room. In view of above, if approved, it is recommended that renewal of consent to operate under the Water Act, 1974 and under the Air Act, 1981 may be granted upto 31.03.2029 with suitable conditions as per policy of the Board. The competency to decide the application lies with Chairman of the Board.
