File Note: It is submitted that the industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. CTOW/Fresh/PTA/2023/20850203 dated 24/02/2023 having validity upto 30/09/2027 and the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTOA/Fresh/PTA/2023/20850167 dated 24/02/2023 having validity upto 30/09/2027 for manufacturing of Rice @ 2.0 TPH by processing of Paddy @ 3.0 TPH (with drier) and discharge of domestic effluent @ 1.5 KLD onto land for plantation after passing through septic tank, under orange category subject to conditions as mentioned therein. Now, the industry has applied for obtaining 'consent to establish' (NOC) from pollution angle, for expansion in its unit by adding land 7K-18-1/5M in its existing land 17K-15M and for manufacturing of Rice (Saila/ Steamed/ Dry) @ 2.5 T/hour & Rice (Steamed/ Dry) @ 0.5 T/hour by processing of Paddy @ 4.5 T/hour along with Rice Bran @ 0.16 T/hr. Phuck @ 0.20 T/hr. and Rice Husk @ 0.99 T/hr. (by-product) and discharge of domestic effluent @ 4.0 KLD onto land for plantation after passing through septic tank, trade effluent @ 75.0 KLD onto land (more than 1-1/2 acre) for plantation after treated in ETP and others (washing of driers/boiler’s blow down) @ 1.0 KLD onto land for plantation after treated in ETP, under red category along with requisite documents. Project Cost: M/s Kaleke Dugal Rice Mills is an existing partnership firm having PAN No. AAYFK5060G, promoted by Sh. Ramesh Kumar, Sh. Sanjay Kumar, Sh. Manpreet Singh and Sh. Jagtar Singh, who are having enrich practical experience in rice milling for the last so many years. The firm is engaged in the manufacturing of Dry Rice @ 2.0 T/hr from processing of Paddy @ 3.0 T/hr. Now, the firm wants to expand its existing unit from manufacturing of dry rice to manufacturing of parboiling/steamed/dry rice with the installed capacity for processing of Paddy @ 4.5 T/hr. (3.75 T/hr. to manufacture Saila/Steamed/Dry Rice and 0.75 T/hr. to manufacture Steamed/Dry Rice) so as to manufacture 2.5 T/hr. Saila/Steamed/Dry Rice and 0.5 T/hr. Steamed/Dry Rice. At present, in the unit, there is 1 No. Petti, 2 No. Rulae, 3 No. Polishers, 1 No. Sortex and Drier having capacity of 24 MT. Further, from the existing machinery only sortex and drier will be replaced with the new one. The detail of machinery to be installed is given under the head proposed Plant & Machinery. The cost of this expansion is estimated at Rs. 490.04 lakh as per the project report. The industry has deposited online Rs. 14,900.0 /- (Rs. 14,400.0 NOC fee + Rs. 500.0 Application form fee) vide online receipt no. 313790736 dated 25.03.2024, which is adequate for one year. DTP Report : The DTP Patiala vide its letter no. 584 DTP(P)/P-62 dated 20.03.2024 sent a letter to this office regarding suitability of expansion in the site of existing rice sheller, which is as under: 1. ਵਾਧੇ ਵਾਲੀ ਸਾਈਟ ਸੰਗਰੂਰ-ਪਾਤੜਾ ਸੜਕ (ਐਨ.ਐਚ-71) ਤੋਂ ਪਿੰਡ ਲਾਡਬਨਜਾਰਾ ਖੁਰਦ ਨੂੰ ਜਾਂਦੀ ਸੜਕ ਤੇ ਲਗਭਗ 900 ਮੀਟਰ ਦੀ ਦੂਰੀ ਤੇ ਸੜਕ ਦੇ ਖੱਬੇ ਹੱਥ ਪੈਂਦੇ ਮੌਜੂਦਾ ਯੂਨਿਟ ਦੇ ਪਿੱਛਲੇ ਪਾਸੇ ਪਿੰਡ ਲਾਡਬਨਜਾਰਾ ਦੇ ਖਸਰਾ ਨੰ: 28//12/1(1-15-1/5), 19/1(1-13), 19/2/1(0-10), 19/2/2/1(1-11), 20/1(1-0), 20/2(1-9) ਕੁੱਲ ਰਕਬਾ 7 ਕਨਾਲ 18-1/5 ਮਰਲੇ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਜਿਸ ਦੀ ਮਾਲਕੀ M/s Kaleke Dugal Rice Mills ਦੇ ਨਾਮ ਤੇ ਹੈ। ਮੌਜੂਦਾ ਰਾਈਸ ਸ਼ੈਲਰ ਜਿਸ ਦਾ ਕੁੱਲ ਰਕਬਾ 17 ਕਨਾਲ 15 ਮਰਲੇ ਸੀ, ਦਾ ਪ੍ਰੋਵੀਜ਼ਨਲ ਐਨ.ਓ.ਸੀ ਇਸ ਦਫਤਰ ਦੇ ਪੱਤਰ ਨੰ: 807 ਮਿਤੀ 27.04.2022 ਰਾਹੀਂ ਕੀਤਾ ਗਿਆ ਸੀ। ਵਾਧੇ ਵਾਲੀ ਸਾਈਟ ਮੌਕੇ ਤੇ ਖਾਲੀ ਪਈ ਹੈ ਅਤੇ ਮੁਸਤਰਕਾ ਖਾਤੇ ਵਿੱਚੋਂ ਹੈ। ਜਿਸ ਸਬੰਧੀ ਪ੍ਰਾਰਥੀ ਵੱਲੋਂ ਸਵੈ ਘੋਸ਼ਣਾ ਪੱਤਰ ਦਿੱਤਾ ਹੋਇਆ ਹੈ। ਸਾਈਟ ਦੇ ਸੱਜੇ ਪਾਸੇ 16'-6" ਚੌੜਾ ਰਸਤਾ ਲੱਗਦਾ ਹੈ, ਜਿਸ ਨੂੰ ਪ੍ਰਾਰਥੀ 60 ਫੁੱਟ ਚੌੜਾ ਕਰਨ ਹਿੱਤ ਆਪਣੀ ਸਾਈਟ ਵਿੱਚੋਂ 21'-9" ਜਗ੍ਹਾ ਰੋਡ ਵਾਈਡਨਿੰਗ ਹਿੱਤ ਛੱਡਣ ਦਾ ਪਾਬੰਦ ਹੋਵੇਗਾ, ਜਿਸ ਸਬੰਧੀ ਪ੍ਰਾਰਥੀ ਵੱਲੋਂ ਸਵੈ ਘੋਸ਼ਣਾ ਪੱਤਰ ਦਿੱਤਾ ਹੋਇਆ ਹੈ। 2. ਸਾਈਟ ਨੋਟੀਫਾਈਡ ਲੋਕਲ ਪਲੈਨਿੰਗ ਏਰੀਆ ਪਾਤੜਾ ਵਿੱਚ ਪੈਂਦੀ ਹੈ। ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਅਜੇ ਨੋਟੀਫਾਈ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਡਾਇਰੈਕਟਰ ਟਾਊਨ ਐਂਡ ਕੰਟਰੀ ਪੰਜਾਬ ਜੀ ਦੇ ਪੱਤਰ ਨੰ: 2180-2283ਸੀਟੀਪੀ(ਪਬ)/ਐਸਪੀ-432(Gen) ਮਿਤੀ 14.06.2023 ਅਨੁਸਾਰ ਜੋ ਸਾਈਟਾਂ ਕਿਸੇ ਨੋਟੀਫਾਈਡ ਮਾਸਟਰ ਪਲੈਨ ਵਿੱਚ ਨਹੀਂ ਪੈਂਦੀਆਂ, ਜੇਕਰ ਉਹ ਵਿਭਾਗ ਦੀਆਂ sitting guidelines ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਕਰਦੀ ਹੈ ਤਾਂ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਸ਼ਰਤ ਲਗਾਉਂਦੇ ਹੋਏ ਐਕਟੀਵਿਟੀ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਜਾਣੀ ਬਣਦੀ ਹੈ। "The applicant shall be liable to abide by the provisions of Master Plan and shall also be bound to follow the provisions of section 79 along with other provisions of PRTPD Act, 1995, in case the site falls in non-conforming land use zone after the notification of Master Plan and no claim shall be demanded by the applicant from the Department" 3. ਸਰਕਾਰ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ:10/48/2004- ਐਸ.ਟੀ.ਈ (4)/4048 ਮਿਤੀ: 13.9.2006, 10/48/2003 -ਐਸ.ਟੀ.ਈ (4)/3547 ਮਿਤੀ:19.12.2011/ 2.3.2012 ਅਤੇ 10/48/2004-ਐਸ.ਟੀ.ਈ(4)/932 ਮਿਤੀ: 15.10.2013 ਦੇ ਸਨਮੁੱਖ ਪੈਰਾ A (i) to (iii) ਰਿਪੋਰਟ ਹੇਠ ਲਿਖੇ ਅਨੁਸਾਰ ਹੈ:- i. ਸਾਈਟ ਕਿਸੇ ਡੈਜ਼ੀਗਨੇਟਿਡ ਉਦਯੋਗਿਕ ਲੈਂਡ ਯੂਜ਼, ਫੋਕਲ ਪੁਆਇੰਟ ਵਿੱਚ ਨਹੀਂ ਪੈਂਦੀ। ii. ਸਾਈਟ ਕਿਸੇ ਨਗਰ ਪੰਚਾਇਤ ਜਾਂ ਨਗਰ ਕੌਸਲ ਦੀ ਹੱਦ ਤੋਂ 2 ਕਿਲੋਮੀਟਰ ਦੇ ਘੇਰੇ ਅੰਦਰ ਨਹੀਂ ਪੈਂਦੀ ਹੈ। iii. ਸਾਈਟ ਨੂੰ 500 ਮੀਟਰ ਤੱਕ ਕੋਈ ਨੈਸ਼ਨਲ ਹਾਈਵੇ, ਸਟੇਟ ਹਾਈਵੇ, ਸ਼ੈਡਿਉਲ ਰੋਡ, ਬਾਈਪਾਸ ਆਦਿ ਨਹੀਂ । ਉਪਰੋਕਤ ਪੈਰ੍ਹਾ ¡ ਤੋਂ iii ਅਨੁਸਾਰ ਪ੍ਰਾਰਥੀ ਦੀ ਸਾਈਟ ਸਬੰਧਤ ਗਾਈਡ ਲਾਈਨਜ਼ ਦੀ ਪੂਰਤੀ ਕਰਦੀ ਹੈ, ਪ੍ਰੰਤੂ ਉਕਤ ਗਾਈਡ ਲਾਈਨਜ਼ ਦੇ ਪੈਰ੍ਹਾਂ (iv) ਬਾਰੇ ਜੋ ਪਿੰਡ ਦੀ ਲਾਲ ਲਕੀਰ/ਫਿਰਨੀ/ ਵਾਇਲਡ ਲਾਇਫ ਸੈਂਚਰੀ/ ਜੂ/ਵਿਅਿਦਕ ਅਦਾਰਾ/ ਇਤਿਹਾਸਕ / ਧਾਰਮਿਕ/ ਪ੍ਰੋਟੈਕਟਡ ਮੌਨੂਮੈਟਸ ਤੋਂ ਸਾਈਟ ਨੂੰ ਪੈਂਦੇ ਫਾਸਲੇ ਆਦਿ ਨਾਲ ਸਬੰਧਤ ਹੈ, ਦੀ ਪੁਸ਼ਟੀ ਰੈਵੀਨਿਊ ਅਥਾਰਟੀ ਵੱਲੋਂ ਕੀਤੀ ਜਾਣੀ ਹੈ। ਹੁਣ ਪ੍ਰਾਰਥੀ ਵੱਲੋਂ 7 ਕਨਾਲ 18.1/5 ਮਰਲੇ ਹੋਰ ਵਾਧਾ ਕੀਤਾ ਜਾਣਾ ਹੈ। ਜਿਸ ਉਪਰੰਤ ਸਾਈਟ ਦਾ ਰਕਬਾ 25 ਕਨਾਲ 3.1/5 ਮਰਲੇ ਹੋ ਜਾਂਦਾ ਹੈ। ਇਸ ਲਈ ਪ੍ਰਾਰਥੀ ਵੱਲੋਂ ਸਰਕਾਰ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ: PS/PSHUD/206 ਮਿਤੀ 12.11.2021 ਅਨੁਸਾਰ ਅਤੇ ਹਾਊਸਿੰਗ ਐਂਡ ਅਰਬਨ ਡਿਵੈਲਪਮੈਂਟ ਵਿਭਾਗ ਦੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰ.: 13/41/2021-6HG2/2684 ਮਿਤੀ 19.10.2022 ਅਨੁਸਾਰ ਰੀਵਾਈਜ਼ਡ ਬਿਲਡਿੰਗ ਪਲੈਨ ਡਾਇਰੈਕਟਰ ਆਫ ਫੈਕਟਰੀ ਤੋਂ ਪ੍ਰਵਾਨ ਕਰਵਾਉਣ ਸਮੇਂ ਬਣਦੀਆਂ ਫੀਸਾਂ ਜਮ੍ਹਾ ਕਰਵਾਉਣੀਆਂ ਬਣਦੀਆਂ ਹਨ। Revenue Report from Tehsildar : The industry has submitted a Revenue report from Tehsildar, Patran dated 26.02.2024, which is reproduced as under: 1. ਜਮੀਨ ਦੀ ਮਾਲਕੀ ਮੇਸਰਜ ਕਾਲੇਕੀ ਦੁਗਾਲ ਰਾਈਸ ਮਿਲਜ ਦੇ ਨਾ ਤੇ ਹੈ। 2. ਮਾਲਕੀ ਅਨੁਸਾਰ ਜਮੀਨ ਦੀ ਰਕਬਾ 25-13 1/5 ਹੈ ਪਹਿਲਾ 17 ਕਨਾਲ 15 ਮਰਲੇ ਹੁਣ 7-8 1/15 ਜਮੀਨ ਹੈ। 3. ਇਹ ਰਕਬਾ ਭਾਰ ਮੁਕਤ ਹੈ। 4. ਇਸ ਰਕਬੇ ਦਾ ਮੁਤਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਸਾਮਲਾਤ ਦੇਹ ਸਾਮਲਾਤ ਪੱਤੀ, ਵਕਫ-ਬੋਰਡ, ਰੈਵੀਨਿੳ ਅਤੇ ਰਿਸੈਟਲਮੈਂਟ ਵਿਭਾਗ ਦੀ ਜਮੀਨ, Nazul land, religious or dear property, forest land, land under Punjab land pervation act ਨਾਲ ਸਬੰਧਤ ਨਹੀਂ ਹੈ। 5. ਉਪਰੋਕਤ ਜਗ੍ਹਾ ਦਾ ਕੁਦਰਤੀ ਡਰੇਨ ਨਾਲ ਕੋਈ ਸਬੰਧ ਨਹੀਂ ਹੈ । 6. ਇਸ ਰਕਬੇ ਸਾਇਟ ਨੂੰ ਰੈਵੀਨਿੳ ਰਸਤਾ ਲਗਦਾ ਹੈ। ਜਿਸਦੀ ਚੌੜਾਈ 5 ਕਰਮ ਹੈ । ਇਸ ਦੀ ਬਾਕੀ ਏਰੀਏ ਨਾਲ ਕੁਨੈਕਟੀਵਿਟੀ ਹੈ। 7. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਰਕਬੇ ਵਿੱਚ ਕੋਈ ਸਰਕਾਰੀ ਪਹੀ ਨਹੀਂ ਹੈ। 8. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਜਮੀਨ ਦੀ ਕੁਝ ਰਕਬੇ ਦੀ ਇਕਲੇ ਦੀ ਮਾਲਕੀ ਹੈ ਅਤੇ ਕੁਝ ਰਕਬਾ ਮੁਸਤਰਕੇ ਖਾਤੇ ਵਿੱਚ ਪੈਦਾ ਹੈ ਅਤੇ ਮੁਸਤਰਕੇ ਖਾਤੇ ਵਿੱਚ ਪੈਦੀ ਜ਼ਮੀਨ ਦਾ ਕਬਜਾ ਖਸਰਾ ਨੰ. 28//12/1 (1-5 1/5) ਵਿੱਚ ਪੈਂਦੀ ਹੈ । ਮਸਤਰਕੇ ਖਾਤੇ ਵਿੱਚ ਪੈਂਦੀ ਜ਼ਮੀਨ ਖਸਰਾ ਨੰ. 28//12/1 (2-13) 13//1 (1-14) ਰਕਬਾ 4-7 ਦਾ 20/69 ਵਕਫ 1-5 1/5 ਹੈ। 9. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਸਾਇਟ ਦੇ 150 ਮੀ. ਦੇ ਘੇਰੇ ਵਿੱਚ ਕੋਈ ਗੈਸ ਪਾਈਪ ਲਾਇਨ ਨਹੀਂ ਲੰਘਦੀ ਹੈ। 10. ਮੁਤਾਬਿਕ ਮਾਲ ਰਿਕਾਰਡ ਮਿਉਸੀਪਲ ਕਮੇਟੀ ਪਾਤੜਾ ਤੋਂ ਦੂਰੀ 2 ਕਿ.ਮੀ. ਤੋਂ ਵੱਧ ਹੈ ਲਗਭਗ 3 ਕਿ.ਮੀ. ਹੈ। 11. ਇਹ ਰਕਬਾ ਪਿੰਡ ਦੁਗਲ ਖੁਰਦ ਜਾਂ ਲਗਦੇ ਹੋਏ ਹੋਰ ਆਲੇ ਦੁਆਲੇ ਪਿੰਡਾਂ ਦੀ ਲਾਲ ਲਕੀਰ/ਫਿਰਨੀ ਤੋਂ 500 ਮੀ. ਤੋਂ ਵੱਧ ਦੀ ਦੂਰੀ ਤੇ ਹੈ । ਜਿਸ ਦੀ 700 ਮੀ. ਤੋਂ ਵੱਧ ਹੈ। 12. ਉਕਤ ਰਕਬੇ ਦੇ 500 ਮੀ. ਦੇ ਘੇਰੇ ਦੇ ਵਿੱਚ ਕੋਈ ਰਿਹਾਇਸੀ ਕਲੋਨੀ/ਐਜੁਕੇਸ਼ਨ ਇੰਸਚਿਉਟ/ਹਸਪਤਾਲ/ ਚਿੜੀਆ ਘਰ/ ਵੈਲਫੇਅਰ ਸੁਸਾਇਟੀ/ਸਕੂਲ/ਇਤਿਹਾਸਿਕ ਧਾਰਮਿਕ ਸਥਾਨ/ਵਾਈਲਡ ਲਾਈਫ ਸੈਚੂਰੀ/ਇਤਿਹਾਸਿਕ ਸਥਾਨ/ਇਤਿਹਾਸਕ ਪੁਰਾਤਨ ਇਮਾਰਤ/ ਪ੍ਰੋਟੇਕਟਡ ਮੋਨੋਮੈਂਟਸ/ ਰਿਹਾਇਸ਼ੀ ਏਰੀਆ ਜਾ 15 ਪੱਕੇ ਘਰ (ਮੰਨਜੂਰਸੁਦਾ) ਨਹੀਂ ਹਨ। 13. ਇਹ ਸਾਈਟ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਤੋਂ 500 ਮੀ. ਤੋਂ ਵੱਧ ਦੂਰੀ ਤੇ ਹੈ ਲਗਭਗ 600 ਮੀ. ਦੂਰ ਹੈ। 14. ਇਹ ਸਾਈਟ ਸਟੇਟ ਹਾਈਵੇ / ਸਡਿਊਲਡ ਰੋਡ ਤੋਂ 500 ਮੀ. ਦੀ ਦੂਰੀ ਤੇ ਹੈ ਇਸ ਦੀ ਦੂਰੀ 3 ਕਿ. ਮੀ. ਹੈ। 15. ਕਿਸੇ ਏਜੰਸੀ ਵੱਲੋਂ ਐਕਵਾਇਰ ਨਹੀਂ ਕੀਤੀ ਗਈ ਅਤੇ ਨਾ ਹੀ ਹਾਲੇ ਕੀਤੀ ਜਾਣੀ ਹੈ। 16. ਇਸ ਰਕਬੇ ਉੱਪਰ ਰਿਸਟਰਿਕਟਡ ਜ਼ੋਨ ਆਫ ਐਮੂਨੀਸ਼ਨਡੰਪ/ਇੰਸ਼ਟਾਲੇਸ਼ਨ ਵਿੱਚ ਨਹੀਂ ਪੈਦੀ ਹੈ। Manufacturing process: The manufacturing process involved will be paddy - pre-cleaning – steaming – drying – paddy cleaning – dehusking – husk separation – paddy separation – rice polishing – rice grading – packing & storage. Feasibility Report: The industry has submitted the feasibility report prepared by M/s TerraSyn Initiatives, having its office at 587, Urban Estate, Phase-2, Patiala (Punjab) in which it was mentioned that the industrial unit has installed gross capacity to process ~3 MT/hour of paddy (producing ~2.0 MT/hour of rice) through dry paddy milling. Now the industry is planning to augment its existing set up to include steamed/dry paddy milling @ 4.5 T/hour (producing ~3.0 MT/hour of rice)/ parboiled paddy milling @ 3.75 T/hour (producing ~2.5 MT/hour of rice) with boiler having capacity of 6 TPH and to install multi-cyclone separator as APCD with the boiler and cyclone separator with the shelling section and paddy pre-cleaner to control the emissions to be generated from the process. Water Details: The industry will use water as under: a. domestic consumption - 5 KLD, b. process - 72 KLD, c. boiler feed water – 45 KLD d. paddy drier washing - 1 KLD. The wastewater discharge shall mainly be from par-boiling section, toilets and a little from boiler blow down. The total trade effluent discharge as per the report shall be 75 KLD, washing of driers/boiler blow down @ 1.0 KLD and domestic effluent discharged shall be 4.0 KLD. The industry has proposed to install ETP of 75+10% KLD capacity based on anaerobic followed by aerobic treatment system. The industry shall discharge domestic waste water generated from the unit onto land for plantation after passing through septic tank and trade effluent onto land for plantation after treated in ETP. APCD Details: The industry has proposed to install fluidized bed rice husk fired boiler of steam generating capacity @ 6 TPH and has proposed to provide multi cyclone separator with the boiler furnace to control the flue gas emissions. The industry will provide stack of adequate height along with sampling arrangements. The industry will dispose off ash to low lying area. As per the application, the industry will provide one no. D.G. set of 380 KVA capacity which shall be provided with acoustic canopy and stack of adequate height. Undertaking: The industry has submitted request letter dated 25.03.2024, which is reproduced as under: With ref. to above, I, Sanjay Kumar, partner of the firm, want to state as under :- 1. That the unit was established in the year 2022-23 and granted fresh consents to operate on dated 24/02/2023 (valid up to 30/09/2027), under Water Act, 1974 and Air Act, 1981, for processing of Paddy @ 3.0 T/ hr. to manufacture Dry Rice @ 2.0 T/hr. with drier having capacity of 24 MT. 2. That now we want to expand our unit by way of adding manufacturing of Saila/Steamed/Dry Rice for which we sought NOC for expansion for processing of Paddy @ 4.5 TPH (3.75 TPH for Saila/Steamed/Dry Rice & 0.75 TPH for Steamed/Dry Rice) so as to manufacture Saila /Steamed/Dry Rice @ 2.5 TPH and Steamed/Dry Rice @ 0.5 T/hr. after taken into account that there will be 1-1/4 batch recovery of 3 driers of 24 MT capacity each in a day for producing Saila Rice and there will be 1-1/2 batch recovery of 3 driers of 24 MT capacity each in a day for producing Steamed Rice. 3. That our present unit is established on land measuring 17K-15M. Further, we are also adding land 7K-18-1/2M for which we have already obtained provisional NOC from DTP. Patiala vide letter no. 584 DTP(P)/P-62 dated 20/03/2024. Copy is enclosed. 4. That at present, the unit has 1 (One) Petti, 2 (Two) Rulae, 3 (Three) Polishers, 1 (One) Sortex & 1 Drier of 24 MT capacity. 5. That out of the abovesaid machinery, sortex machine & drier will be replaced with the new one. Project report in the regard is enclosed. 6. That after expansion, there will be 1 (One) Petti, 2 (Two) Rulae (Pneumatic), 5 (Five) Polishers, 3 (Three) Driers of 24 MT capacity each, 1 (One) Sortex, 2 (Two) Silky, 1 (One) Boiler of 6 TPH & 1 (One) DG set of 380 kVA alongwith other related machinery. 7. That the water requirement of the unit will be as follows : To manufacture Saila Rice : 0.8 KLD Water is required for soaking of Paddy per MT + 0.5 KLD in a Boiler for 1 MT Paddy. i.e. in a day, there will be processing of Paddy @ 90 MT. Therefore, water required for soaking of paddy will be 0.8 KLD x 90 MT = 72 KLD (Process) & 0.5 KLD x 90 MT = 45 KLD (Boiler). For Boiler Blow Down/ : 1 KLD Washing of Driers From above, out of 118 KLD (72 KLD + 45 KLD + 1 KLD) water required to manufacture Saila Rice @ 2.5T/hr., there will be a waste water discharge of approx. 75 KLD, which will be treated in ETP and thereafter passed on to land (more than 1-1/2 acres) for plantation. 8. That there will be around 40 workers in the unit out of which 30 workers will be residing within the unit. The water requirement for Domestic Purposes will be 5.0 KLD out of which 4.0 KLD Domestic effluent will be discharged on to land for plantation after passing through septic tank. 9. That our unit falls outside the municipal limits of Patran. Revenue report from Tehsildar is enclosed herewith. 11. That for disposal of treated wastewater from ETP/Septic Tank, we have taken around 2 acres of land on lease from Sh. Gurtej Singh S/o Sh. Harbans Singh, resident of Village Dugal Khurd, Patran, Distt. Patiala. The said land will be used for plantation purposes so as to dispose-off the treated wastewater from our unit. Copy of agreement enclosed) 12. That disposal of boiler’s ash agreement will be submitted to your office at the time of obtaining consents to operate. 13. That the feasibility report with regard to the above said expansion is enclosed herewith. 14. That approved building plan of the existing unit is being enclosed herewith. 15. That the project cost of the expansion will be at Rs. 490.04 lacs. 16. That I am depositing online Rs. 14,900/- towards NOC fee : Rs. 14,400/- and Application Form fee : Rs. 500/-. Land for Plantation : The industry has submitted agreement for plantation, which is reproduced as under :- I, Sanjay Kumar S/o Sh. Girdhari Lal, partner, M/s Kaleke Dugal Rice Mills, Village Dugal Khurd, Ladbanjara Road, Patran, Distt. Patiala (Being the First Party) AND Sh. Gurtej Singh S/o Sh. Harbans Singh, resident of Village Dugal Khurd, Patran, Distt. Patiala (Being the Second Party) do hereby solemnly affirm, declare & agree as under: 1. That the 2nd party is the owner of 3 acres of land situated at Village Dugal Khurd, Ladbanjara Road, Patran, Distt. Patiala, having Khasra No. 29//16 (7-0), 29//17/1 (1-12), 29//17/2 (6-8), 29//18 (8-0), Total 24K-0M. 2. That the 2nd party is ready to give 2 acres of land to the 1st party to dispose-off treated wastewater of its unit on to land for plantation purposes. 3. That this agreement is valid for a period of 5 (Five) years (i.e. from 01-02-2024 to 31/01/2029) & will be renewable further as mutually decided by both the parties. Visit Report Accordingly, the industry was visited by the undersigned on 26.03.2024 and observed as under: - 1. The industry was in operation. The industry has not started any construction for the manufacturing of steam/saila rice in additional land/rice sheller. 2. The industry has already installed submersible pump as source of fresh water supply. 3. The industry has provided septic tank for the treatment of domestic effluent generated from its premises and the treated domestic effluent is being utilized onto land for plantation along the boundary of the unit. 4. All the dust emitting points were found connected with the I.D. fan of the APCD. 5. The industry has provided cyclone separator as APCD with the shelling section and with drier of 24 MT with adequate stack height. 6. The industry has provided paved / brick roads inside their premises for movement of vehicles, so as to prevent the generation of dust. The industry is complying with the conditions new code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated. 15/10/2013 and conditions of consents granted to it under said acts. As per the DTP report, Revenue report and visit of the undersigned, the site is meeting with the siting guidelines framed by Govt. of Punjab for rice shellers vide notification Dt. 13/9/2006 lastly amended and notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013. Therefore, the site is suitable for the expansion in the existing rice sheller unit. Keeping in view of above, it is recommended that the consent to establish (NOC) for expansion from pollution angle for manufacturing of Rice (Saila/ Steamed/ Dry) @ 2.5 T/hour & Rice (Steamed/ Dry) @ 0.5 T/hour by processing of Paddy @ 4.5 T/hour along with Rice Bran @ 0.16 T/hr. Phuck @ 0.20 T/hr. and Rice Husk @ 0.99 T/hr. (by-product) and discharge of domestic effluent @ 4.0 KLD onto land for plantation after passing through septic tank, trade effluent @ 75.0 KLD onto land (more than 1-1/2 acre) for plantation after treated in ETP and others (washing of driers/boiler’s blow down) @ 1.0 KLD onto land for plantation after treated in ETP, under red category, may be granted to the industry with suitable conditions as per the policy of the Board and following additions conditions:- I. The industry shall expand its existing unit of 17K-15M in the revenue estate of Village Dugal Khurd, Tehsil Patran, Distt. Patiala only in Kharsa nos. 28//12/1 (1-15-1/5), 19/1 (1-13), 19/2/1 (0-10), 19/2/2/1 (1-11), 20/1 (1-0), 20/2 (1-9), Total 7K-18-1/5M as mentioned in letter no. 584-DTP(P)/P-62 dated 20.03.2024 issued by DTP, Patiala. II. The industry shall bound to comply with the provisions of the Master Plan, Patran wherever it will be approved / notified. III. The industry shall comply with the code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013 in true letter and spirit. IV. The industry shall obtain varied consent to operate under the provisions of Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. V. The industry shall install ETP and APCD as proposed in the feasibility report submitted by the industry along with the application. VI. The industry will submit revised building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952. VII. The industry shall provide around 2.0 acres plantation area as per its undertaking dated 25.03.2024 for discharge of treated trade effluent and domestic effluent. VIII. The industry shall put in place all the hoods, ducting's & enclosures and other components of the APCD well before commissioning of the unit for next paddy shelling season and report the compliance in the regard to the Board. IX. The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). X. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF. XI. The industry shall upgrade/ replace its APCD as per policy of the Board at any stage. XII. The industry shall give area earmarked for disposal of ash generated from the boiler at the time of varied consent to operate for expansion/ modernization. XIII. The industry will comply with all the conditions mentioned in the DTP letter no. 584-DTP(P)/P-62 dated 20.03.2024 issued to this office. xiii) The industry will obtain necessary permissions from all the other Departments (if any). XIV. The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken.
