It is intimated that the industry is a medium scale red category unit.
The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 valid upto 31.03.2024 for manufacturing of Hand Tools & Hardware @ 6.0 MTD by using Steel Steel flat/ Round @ 7.0 TPD, H2SO4 @7 Ltr, Nickel Salt @7 kg/day , Chrome salt @3 Kg/day as raw material.
Now, the industry has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Hand Tools & Hardware @ 6.0 MTD by using Steel Steel flat/ Round @ 7.0 TPD as raw material. Detail of the same is as under:-
1. The industry has deposited Rs. 2,67,600/- (i.e Rs. 2,46,000/- under Water Act, 1974, Rs. 21600/- NOC Fee) vide UTR. No. BKIDY24057648003 dated. 26.02.2024 and Rs. 2,46,000/- vide UTR. No. BKIDY24057649252 dated. 26.02.2024 under Air Act, 1974 against the fixed assets of Rs. 2461.84 lacs, which are adequate upto 31.03.2028.
2. The industry has submitted manufacturing process and partnership deed with the application.
3. The industry has submitted approved building plan from Competent person under Director of factories Act, Punjab.
4. The industry has submitted classification of area certificate issued from DTP, Jalandar vide letter No. 850 dated 03.05.2012 in which mentioned that the site of the industry falls in General Industrial Zone as oer Master Plan 2009-2031.
5. The industry has made an agreement with M/s JBR Technology, Ludhiana for the lifting of trade effluent @ 39000 ltr/month.
The industry was visited by the AEE of this office on 27.03.2024 and it was observed as under:-
1. The industry was in operation during the visit and was engaged in the process of Hand Tools & Hardware with electroplating process.
2. The industry has provided underground/ground storage plastic tanks of capacity for the collection of the its effluent generated from the electroplating section and phosphating section @ 5000 ltr and galvanizing section @ 4000 ltr (i.e. total 9000 ltr).
3. The industry has provided 4 nos. water meters at the inlet of the water supply coming in the process area and its readings were recorded 3728.91 KL (Chrome section), 0070 KL (Hot Zinc galvanizing Section) and 0526.20 KL (Cold Zinc) and 0033.7 KL (Phosphating section) during visit.
4. The industry is reusing the effluent generated from barreling section back into process.
5. The industry is maintaining the records of fresh water consumption in process and effluent lifting by CETP operator. As per record, the fresh water consumed 173510 ltr in process area and has got effluent lifted to CETP operator of 152000 ltr during period from 01.12.2023 to 27.03.2024. The industry has stored approx. 3500 ltr in the storage tank during visit, which was found in order.
6. The industry has provided one LPG fired baking furnace, 6 nos. shot blasting machines with 4 nos. bag filter house as APCD’s, 7 nos. grinding section attached with dust collector at site.
7. The industry has installed 03 nos. LPG fired forging furnaces and 6 nos. oil fired forging furnaces, i.e total 9 nos. forging furnaces with hammers and all are in operation.
8. The industry has installed one wood fired baby boiler with adequate stack at site.
9. The industry has installed 02 no. powder coating with trima cyclone as APCD with two oven.
10. The industry has installed one LPG fired hardening furnace and one electric hardening furnace at site.
11. The industry has installed one hot zinc galvanizing and one cold zinc galvanizing at site.
12. The industry has installed two tempering furnace at site
13. The industry has installed 03 no. DG set of capacity 750 KVA, 320 KVA and 125 KVA with canopy
14. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry falls in red category medium scale unit and the competency to decide the case lies with Chief Environmental Engineer, Jalandhar
Recommendation:- Keeping in view of above, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2028 with suitable conditions as per policy of the Board.
