Earlier, the project proponent was granted Consent to Establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2019/11718816 dated 24.12.2019which was valid upto 23.12.2020 for Residential Project in total plot area of 9539 sqm for development of 42 no. plots in the name of “Ornay Homes to be developed by M/s Zilver Maisons LLP Zirakpur, Derabassi,” in the revenue estate of village Nabha, Zirakpur, subject to certain terms and conditions mentioned therein.
Further, the project proponent was granted further extension in validity of consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/SAS/2021/15986413 dated 28.06.2021which is valid upto 31.03.2022 for Residential Plots 36 in S+4 Pattern (Total Units 144) subject to certain terms and conditions mentioned therein.
Thereafter, the project proponent was granted partial consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2022/16704963 dated 14.01.2022 valid upto 13.01.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2021/16711733 dated 08.10.2021 valid upto 31.03.2024 for residential plots @ 13 in S+4 Pattern (Total Units 52), subject to certain conditions and additional conditions that:-
1. The project proponent shall develop the plantation area as per Karnal technology for the disposal of treated effluent as an interim arrangement.
2. The project proponent shall obtain the sewer connection within 6 months and shall submit authentic documents from the MC, Zirakpur.
Now, the project proponent has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981for Residential Plots 36 in S+4 Pattern (Total Units 144) alongwith requisite documents and fee.
The project proponent has deposited Rs.57,600/- vide R. No. 954552522 dated 28.03.2024 under Water Act, 1974 and Rs. 57,600/- vide R. No. 359545748dated 28.03.2024 under Air Act, 1981, against the total cost of the project Rs. 24.32 crores. The consent fee deposited by the project proponent is adequate upto 30.09.2025 under both acts.
The project proponent has submitted letter issued by MC, Zirakpur vide no. 4875 dated 05.11.2019 for discharge of 99 KLD treated effluent. However, the sewer line is yet to be laid down in the project.
The promoter company has obtained CLU from the Office of Regional Deputy Director-CUM-Competent, Authority Local Govt. under PAPRA Act vide letter no. CLU/DDLG/PTL/2019/8272 dated 09.04.2019 for an area measuring 15 bigha, 3 biswa.
The site of the project was visited by officer of this office on 26.03.2024 and it was observed as under: -
1. The proposed site falls at, Zirakpur, Derabassi, SAS Nagar.
2. The promoter company has constructed the flats and about 30 families are residing in the project
3. The project requires fresh water @ 107.20KLD at full occupancy which is met through submersible provided in its premises.
4. The project proponent has installed STP of capacity 100 KLD in its premises and also submitted completion certificate of the same. The pp has laid pipeline network along the boundary of the project for utilization of the treated wastewater.
5. The domestic effluent generation shall be 77.76KLD once it is fully occupied.
6. The treated effluent is being discharged into green area of about 1000 sq yd developed within the project and along the boundary of the project. The project proponent has also submitted affidavit with neighboring land owner for utilization of surplus treated water for irrigation purposes in fields approx. area 2 acre which is valid upto 17, Oct 2025.
7. The project proponent has developed 0.6 acres land as per Karnal Technology adjoining to the project and the same has also been earmarked on the site plan of the project.
8. The disposal arrangements made by the project are adequate for discharge of treated domestic effluent @ 77.76 KLD.
9. The project proponent has installed one D.G set of capacity 500 KVA with canopy and adequate stack height.
10. The project proponent has installed compost bins in each of its block for composting of wet waste which is adequate.
The project proponent is complying with the conditions of Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 granted to it.
In view of the above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30.09.2025 with subject to the suitable conditions and additional conditions that:
1. The project proponent will not discharge domestic effluent into the sewer leading to the STP, Zirakpur without prior written permission of the Board.
2. The project proponent will maintain record regarding fresh water abstraction and treatment on daily basis.
3. The project proponent shall submit effluent analysis results from Boards lab within one month.
4. The project proponent shall develop and maintain 0.6 acres land reserved for Karnal technology in good condition for utilization of treated wastewater.
5. The project proponent shall regularly operate its STP and shall maintain operational record of the same on daily basis.
6. The project proponent will not discharge its untreated/treated wastewater into any drain/choe/river under any circumstances.
7. The project proponent shall maintain separate record regarding treated water being generated from the project and being re-utilized in green area and flushing.
8. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected.
9. The project proponent shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances.
10. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.
11. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
