File Note: RO has reported that the subject cited four-wheeler service station is newly identified and was visited surprisingly on 07.08.2023 by the undersigned and on the basis of violation observed show cause notice for violation of provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was issued to the industry vide no. 360-61 dated 30.01.2024 with an opportunity of personal hearing before Senior Environmental Engineer, Zonal Office, Amritsar on 15.02.2024, wherein it was decided as under: - 1. The Service Station shall apply for Consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act 1974 and Authorization under Hazardous & Other Wastes (Management and Transboundary Movement) Rules, 2016, with complete documents through online system within 15-days. 2. The Service station shall provide APCD/chimney to its paint booth.   In compliance of the decision the service station has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (under orange category) for servicing, repairing and painting of 04-wheelers with requisite documents Detail of the case are as under: - 1. The service station has submitted CA certificate dated 06.03.2024 which it is gross value of fixed assets of Rs. 192.22 Lakh as on 01.01.2023. Accordingly, it has deposited Rs. Rs. 84,000/- vide UTR No. 35512251291DC dated 05/03/2024 under Air Act, 1981, Rs. 50,400/- vide UTR No. 35512255241DC dated 05/03/2024 as penalty under Air Act, 1981, Rs. 84,000/- vide UTR No. 35512251961DC dated 05/03/2024 under Water Act, 1974, Rs. 50,400/- vide UTR No. 35512254561DC dated 05/03/2024 as penalty under Water Act, 1974, Rs 8400/- vide UTR No. 35512253691DC dated 05/03/2024 as OC regularization fee, Rs. 500/- vide UTR No. 35512252771DC dated 05/03/2024 as an application form fee, which it is adequate upto 30.06.2028 under both Acts. 2. The service station has submitted classification certificate vide MTP office letter no. 1548 dated 01/03/2024 in which it is reported that the automobile workshop unit is permitted in this area as per notified Master Plan of Amritsar (2010-31). 3. The service station has also submitted feasibility report of ETP of capacity 10 KLD issued by Treo Engineering Pvt. Ltd., Bhosari, Pune and showing component of ETP as under: - Screening/mud trap – Oil & Grease trap – Equalization – Reaction cum settling tank – sludge disposal – Pressure sand filter – activated carbon filter – ultrafiltration 4. The service station has submitted building plan approved by MC, Amritsar The service station was visited by AEE of this office on 27/03/2024 and observed the following: - 1. The industry is a four-wheeler (KIA Motors) sale/service station and was in operation at the time of visit. 2. The service station was engaged in sale/service of four-wheeler of KIA Motors. 5. The service station has provided ETP to treat its effluent being generated from washing section of four-wheeler and ETP was in operation at the time of visit. component of ETP as under: - Screening/mud trap – Oil & Grease trap – Equalization – Reaction cum settling tank – sludge disposal – Pressure sand filter – activated carbon filter – ultrafiltration. 3. The industry was using treated water back into the process for washing of vehicle 4. The service station has also installed one no. paint booth and has now provided adequate stack of its vent line. The process of the industry falls in orange category in small scale sector and competency to decide the case lies with The Senior Environmental Engineer of the Board. RO has recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry for 100% recycling of treated water for washing of vehicles up to 30/06/2028 with usual terms & conditions as per the policy of the Board along with special conditions that: - 1. The service station shall comply all the guidelines issued by Punjab Pollution Control Board/CPCB. Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry for 100% recycling of treated water for washing of vehicles up to 30/06/2028 with usual terms & conditions as per the policy of the Board along with special conditions that: - 1. The Service Station shall analyze its washing effluent samples from Board's lab within 02-months from the issuance of consent. 2. The service station shall comply all the guidelines issued by Punjab Pollution Control Board/CPCB. Competency (SEE Sir).
