1. It is intimated that the project proponent has applied for obtaining Consent to establish under the Water Act, 1974 and Air Act, 1981 with requisite documents.
• The project proponent has proposed to setting a new Hotel, Restaurant under the name of M/s Virsa At Dahiya Farms at village Billi Chaharmi Tehsil Shahkot, distt. Jalandhar.
• The Project proponent has deposited Rs. 8900/- vide Receipt No. 914944475 dated 27.02.2024 as NOC fee (including form fee), which is adequate for one year
• The project proponent has submitted a letter from DTP Jalandhar vide no. SPL-1 dated 10.11.2023 regarding land use classification for the site which is reproduced as under.
• ਇਹ ਸਾਈਟ ਨਕੋਦਰ ਤੋਂ ਸ਼ਾਹਕੋਟ ਨੂੰ ਜਾਂਦੀ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਤੇ ਦਹੀਆ ਸੀਐਨਜੀ ਪੰਪ ਤੋਂ ਲਗਭਗ 170 ਮੀਟਰ ਦੂਰੀ ਤੇ ਸੜਕ ਦੇ ਖੱਬੇ ਪਾਸੇ ਪਿੰਡ ਬਿੱਲੀ ਚਾਹਰਮੀ (ਹ.ਬ ਨੰ.72) ਤਹਿਸੀਲ ਸ਼ਾਹਕੋਟ, ਜਿਲ੍ਹਾ ਜਲੰਧਰ ਦੀ ਰੈਵੀਨਿਊ ਅਸਟੇਟ ਵਿੱਚ ਪੈਂਦੀ ਹੈ । ਸਾਈਟ ਦਾ ਰਕਬਾ 12 ਕ-3 ਮ (1.5187 ਏਕੜ) ਹੈ, ਮੌਕਾ ਰਿਪੋਟਰ ਅਨੁਸਾਰ ਸਾਈਟ ਖਾਲੀ ਹੈ । ਆਪ ਦੀ ਸਾਈਸ ਵਿੱਚ 11 ਕੇ.ਵੀ ਦੀਆਂ ਐਚ. ਟੀ ਲਾਈਨਾਂ ਲੰਘਦੀਆਂ ਹਨ । ਵਿਭਾਗੀ ਰੂਲਾਂ ਅਨੁਸਾਰ ਐਚ.ਟੀ ਲਾਈਨਾਂ ਦੇ ਹੇਠਾਂ ਤਾਰ ਦੇ ਸੈਂਟਰ ਤੋਂ 11.5 ਮੀਟਰ ਦਾ ਹੌਰੀਜੌਂਟਲ ਕਲੀਅਰੈੱਸ ਜੋਨ ਛੱਡਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ ਜਾਂ ਤਾਰਾਂ ਨੂੰ ਸਿਫਟ ਕਰਵਾਉਣ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ ।
• ਇਹ ਸਾਈਟ ਐਲ.ਪੀ.ਏ. ਸ਼ਾਹਕੋਟ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਜੋ ਕਿ ਅਜੇ ਨੋਟੀਫਾਈਡ ਨਹੀਂ ਹੋਇਆ ਹੈ । ਜਿਸ ਦਾ ਮਾਸਟਰ ਪਲੈਨ ਅਜੇ ਤਿਆਰ ਕੀਤਾ ਜਾਣਾ ਹੈ । ਡਾਇਰੈਕਟਰ ਟਾਊਨ ਐਂਡ ਕੰਟਰੀ ਪਲੈਂਨਿੰਗ ਪੰਜਾਬ ਜੀ ਵੱਲੋਂ ਜਾਰੀ ਪੱਤਰ ਨੰ. 2180-2283 ਮਿਤੀ 14.06.2023 ਦੀਆਂ ਹਦਾਇਤਾਂ ਅਨੁਸਾਰ ਸਾਈਟ ਵਿਭਾਗੀ ਗਾਈਡਲਾਈਨਾਂ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਕਰਦੀ ਹੈ । ਇਸ ਅਨੁਸਾਰ ਵਿਸ਼ੇ ਅਧੀਨ ਐਕਟੀਵਿਟੀ ਆਗਿਆਯੋਗ ਹੈ, ਬੇਸ਼ਰਤੇ ਕਿ ਮਾਸਟਰ ਪਲੈਨ ਸ਼ਾਹਕੋਟ ਨੋਟੀਫਾਈਡ ਹੋਣ ਉਪਰੰਤ ਜੇਕਰ ਆਪ ਦੀ ਇਕਾਈ Non confirming Land use Zone ਵਿੱਚ ਆਉਂਦੀ ਹੈ ਆਪ “Punjab Regional and Town Planning and Development Act, 1995”-ਦੇ section-79 ਅਤੇ ਬਾਕੀ ਦੇ ਸਾਰੇ ਉਪਬੰਧਾਂ ਨੂੰ ਮੰਨਣ ਦੇ ਪਾਬੰਦ ਹੋਵੇਗੇ । ਸਾਈਟ ਦੇ 100 ਮੀਟਰ ਦੇ ਘੇਰੇ ਕੋਲਡ ਸਟੋਰ ਆਉਂਦਾ ਹੈ, ਜਿਸ ਸਬੰਧੀ ਵਿਭਾਗੀ ਗਾਈਡਲਾਈਨਜ਼ ਅਨੁਸਾਰ ਸਾਈਟ ਦੀ ਦੱਖਣੀ ਅਤੇ ਪੱਛਮੀ ਬਾਹੀ ਵਿੱਚ 15 ਮੀਟਰ ਦਾ ਗਰੀਨ ਬਫਰ ਛ਼ੱਡਣਾ ਬਣਦਾ ਹੈ ਅਤੇ ਪੀ.ਪੀ.ਸੀ.ਬੀ ਦੇ ਰੂਲਾਂ ਅਨੁਸਾਰ ਐਨ.ਓ.ਸੀ ਲੈਣ ਉਪਰੰਤ ਹੀ ਮੌਕੇ ਤੇ ਉਸਾਰੀ ਕਰਨ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ ।
• ਸਾਈਟ ਨੂੰ ਅਪਰੋਚ ਮੌਕਾ ਰਿਪੋਰਟ ਅਤੇ ਰੈਵੀਨਿਊ ਅਨੁਸਾਰ 143’-0” ਚੌੜੀ ਨਕੋਦਰ- ਸ਼ਾਹਕੋਟ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਤੋਂ ਲਈ ਗਈ ਹੈ । ਜਿਸ ਸਬੰਦੀ ਆਪ ਨੈਸ਼ਨਲ ਹਾਈਵੇ ਅਥਾਰਿਟੀ ਪਾਸੋਂ ਐਨ.ਓ.ਸੀ ਲੈਂਣ ਉਪਰੰਤ ਮੌਕੇ ਤੇ ਉਸਾਰੀ ਕਰਨ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ । ਸਾਈਟ ਦਾ ਫਰੰਟੇਜ਼ (144’-0”) ਅਤੇ ਰਕਬਾ (1.5187 ਏਕੜ) ਵਿਭਾਗੀ ਗਾਈਡਲਾਈਨਾਂ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਕਰਦਾ ਹੈ ।
• ਸਰਕਾਰ ਦੀ ਨੋਟੀ ਫਿਕੇਸ਼ਨ ਨੰ. 13/41/2021-6HG2/2684 ਮਿਤੀ 19.10.2022 ਰਾਹੀਂ ਜਾਰੀ ਹਦਾਇਤਾਂ ਵਿੱਚ ਦਰਜ ਵਿਭਾਗੀ ਗਾਈਡਲਾਈਨਾਂ ਦੀ ਪ੍ਰਤੀ ਪੂਰਤੀ ਕਰਨ ਉਪਰੰਤ ਸਾਈਟ ਦੇ ਬਿਲਡਿੰਗ ਪਲੈਨ ਅਤੇ ਕੰਪਲੀਸ਼ਨ ਸਰਟੀਫਿਕੇਟ ਦੀ ਪ੍ਰਵਾਨਗੀ ਕੰਪੀਟੇਂਟ ਅਥਾਰਟੀ ਡਾਇਰੈਕਟਰ, ਫੈਕਟਰੀਸ਼ ਪੰਜਾਬ ਪਾਸੋਂ ਪ੍ਰਾਪਤ ਕਰਨ ਦੇ ਪਾਬੰਦ ਹੋਵੋਗੇ।
• The proposed project site was visited by the officer of this office on 27.03.2024 and it was observed as under :-
• No boundary wall has been constructed at site.
• The project proponent has proposed to install STP of capacity 10 KLD & water use 9.9 KLD of water for domestic use, thus domestic effluent and kitchen effluent @ 9.32 KLD will be discharged onto land for plantation in an area approx. 1.5 acre within and in the adjoining land after passing through STP.
• The project proponent has submitted feasibility report of the proposed STP which is principally adequate. Also in the feasibility report that discharge of treated water is mentioned as under.
a. Irrigation/watering of the green area in the complex. Average requirement for the purpose that can be fulfilled using treated wastewater will be about 2 m3/day.
b. The project owner have the 1.5 acre agriculture land adjoining with the project. The surplus treated water will be dispose on this land for purpose for plantation.
• The industry has proposed to install 1 no. of D.G set of capacity 125 KVA with canopy and adequate stack height.
• As per office Memorandum No. 277 dated 04.08.2023 regarding categorization of left out industrial sectors the building and construction projects having built up area upto 20,000 mq and waste water generation less than 50 KLD has been covered under green category at serial no. 79 and code no. 3079.
• Further the Hotels (up to 20 rooms and without boilers) and having waste water generation < 10 KLD and no hazardous waste generation covered under green category at serial no. 52 & code no. 3052.
Hence this project has been applied and is covered in green category and therefore the competency to decide small scale green category lies with Environmental Engineer.
Keeping in view of above, it is recommended that consent to establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted under the name of M/s Virsa At Dahiya Farms at village Billi Chaharmi Tehsil Shahkot, Distt. Jalandhar.
