File Note: The industry was earlier granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 in the name & style of M/s BCL Industries & Infrastructures Ltd., Hazi Rattan Link Road, Bathinda for the production of Refined oil @ 50 TPD, Vanaspati @ 100 TPD, Parboiled Rice @ 68 TPD and operation of solvent extraction plant @ 300 TPD as raw material, both consents valid upto 31.03.2024. The industry is located within Master Plan, Bathinda in industrial spot zoning and can be granted the CTO upto 15 years from the date of issue of Master plan. industry has been established before notification of master plan, Bathinda and can be allowed to operate for 15 years from the date of notification i.e. 25.5.2025, master plan, Bathinda was notified vide no. 4030CTP(Pb)/SB-59 dated 25.5.2010. The industry has deposited the consent fee of Rs. 1,08,000/- through online vide no. 584335177 dated 18.03.2024 under Water Act, 1974 and Rs. Rs. 1,08,000/- through online vide no. 654197631 dated 18.03.2024 under Air Act, 1981, against the fixed assets of Rs. 49.16 crores, which is adequate upto 30.09.2025. To verify the facts, the industry was visited by undersigned on 22.03.2024 and the details are as under: a) The industry was in operation for the production of refined oil and solvex plant. The saila plant and rice mill was not in operation due to low market demand. b) The trade effluent generated from the vanaspati ghee/ refining section, ro/ boiler, saila plant and the solvent plant as well as the domestic effluent generated from the colony (after passing through septic tank) is treated in ETP and the treated water is discharged partly into MC sewer leading to STP, Bathinda and partly onto land for plantation of about 2 acre within the premises. The plantation area was found well maintained. c) The ETP installed by the industry was in operation during the visit and the treated effluent was being discharged onto land for plantation for which the industry has developed an area about around 2 acres within its premises. d) The industry has installed 2 no. boilers of capacity 8 TPH and 12 TPH, respectively having separate stacks. The industry has also installed a thermopac of capacity 15 Lakh Kcal which is having a common stack with a boiler of capacity 8 TPH. During visit, both the boilers of capacity 8 TPH & 12 TPH were in operation and no visible emissions were observed from the stack of the industry. During visit air emission sampling was conducted and the results are yet awaited. e) The industry has completely plugged the drain with cement concrete leading to the plantation area carrying the untreated effluent of the refinery section and the said effluent flows through the drain into the ETP by gravity. f) Rice husk is used as a fuel in the boiler and the feeding of the rice husk in the boiler was through a conveyor belt which has now been covered. g) The fuel ash generated from the husk fired boilers was being stored in a silo of capacity of about 4 trollies and the same was being lifted by trollies to be disposed off in low lying areas as per requirement from the public. h) The industry has provided brick paved road at the movement area of the vehicles. i) The industry was earlier visited on 27.02.2024 to monitor the industry. During visit, one no. trade effluent sample from the outlet of the ETP installed by the industry was collected. As per the analysis report, the conc. of all the parameters such as pH -7.9, TSS-18, TDS -1420, COD -48, BOD -13 and O & G-BDL are within the prescribed limits of the Board for such discharges onto land for plantation / sewer. Recommendations: In view of above it is recommended that fresh consent to operate under Water Act, 1974 and Air Act, 1981 may be granted to the Industry for a period upto 25.5.2025 with suitable conditions along with following special conditions that- 1. The discharge of trade effluent partly into sewer / partly into plantation within premises. 2. The industry will bound to ensure that they will shift their plant to other location within this period i.e., upto 25.05.2025. Competency - Hon'ble Chairman of the Board
