It is intimated that HCF is a 48 bedded hospital. Earlier the HCF was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2020/12930908 dated 10.08.2020 and under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/LDH3/2020/12931198 dated 10.08.2020 for 30 beds capacity with trade effluent @ 2.5 KLD and domestic effluent @ 12.0 KLD into sewer after treatment through STP, both are valid upto 31.03.2024.
Now the HCF has applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for 48 beds capacity with trade effluent @ 2.5 KLD and domestic effluent @ 12.0 KLD into sewer after treatment through STP. The HCF has deposited Rs. 15,000/- vide UTR no. YESB40606493202 dated 29.02.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 15,000/- vide UTR No. YESB40606492014 dated 29.02.2024 under Air Act, 1981, which are adequate upto 30.09.2031.
The hospital has submitted copy of an agreement with common facility of M/s Medicare Environmental Management Pvt. Ltd., Ludhiana, authorized by the Board for bed capacity of 48 beds, wherein MEM has under taken the liability of collection, transportation and treatment/disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 28.02.2028.
The HCF has submitted property tax assessment record from the MCL, in which building category is mentioned as non-residential.
The HCF was visited by AEE of this office on 26.03.2024 and it was observed that:-
1. The hospital is situated within the limits of Municipal Corporation, Ludhiana and the same is having 48 beds.
2. The hospital has provided color coded bins as well as bags for the segregation of the Bio medical waste generated from the premises.
3. The HCF is properly segregating its Bio-Medical Waste and lifting the same to the facility.
4. The HCF is discharging its waste water into MC sewer after treatment through STP installed at site.
5. The HCF has submitted the sample report dated 05.03.2024from the SIMA labs of various parameters at the outlet of STP are pH = 7.81, TSS= 26, TDS= 1054, BOD= 6, COD= 44 and Oil, Grease= <3 and Bio-assay= 90% survival in 100% effluent after 96hr of test. As per the results, all the parameters are within the limits prescribed by the Board.
6. The hospital has installed 02 no. DG sets of capacities 75 KVA and 25 KVA with canopies inside the premises.
7. The HCF is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of the above, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the HCF upto 31.03.2029 with usual conditions.
