It is submitted that the industry is a cattle feed unit and engaged in production of cattle feed since 2017, falls under small scale / orange category unit. The industry has applied for obtaining fresh of consents to operate under the Water Act, 1974 and the Air Act, 1981 for operation of the unit for production of cattle feed @ 1800 MTD by using waste maggi, makki/maize, wheat, maida, waste chocolate, DOC, etc. detail of case is as under:
• The industry has submitted CA certificate dated 20.02.2024, showing value of gross fixed assets of Rs. 36.35 lakh (including value of plant & machinery of Rs. 29.50 lakh) as on 31.12.2023, which is same as value in previous CA certificate.
• The industry has deposited consent fee of Rs. 41100/- (Rs. 31300/- vide UTR / Ref. No. 729896721 dated 28.01.2024 and Rs. 9800/- vide UTR / Ref. No. P076240308862086 dated 16.03.2024) under the Water Act, 1974, which is valid upto 30.09.2027 after imposition of penalty @ 400% as per Board's office order dated 29.10.2018.
• The industry has submitted copy of registration deed vide no. PSIEC/EW/EO/32760 dated 19.09.1989 issued by the Punjab Small Industries and Export Corporation Limited, Chandigarh.
• The industry has submitted copy of GST certificate vide no. 03ACCPK0999E1ZT dated 01.07.2017 as commissioning proof and as per which Sh. Tarsem Kumar is sole proprietor of the firm M/s Abhishek Industries.
• The industry has submitted copy of manufacturing process.
The industry was visited by undersigned on 27.03.2024 and it was observed as under:
1. The industry was in operation during visit and was engaged in manufacturing of cattle feed from wheat, makki, maize etc etc as raw material.
2. The industry has installed 02 no. elevators, 01 no. mixer, 01 no. grinder with inbuilt bag house as APCD.
3. The industry has not installed any type of boiler / furnace / dryer / DG set in the premises.
4. The industry is generating only domestic effluent, same was being treated through septic tank and discharged onto land of green belt after treatment. No trade effluent generated from the process.
The site of industry is suitable for operation of the unit and complying with the provisions of the Water Act, 1974 & the Air Act, 1981.
Keeping in view of above, it is recommended that fresh consent to operate granted under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry for production of cattle feed @ 18 MTD for a period upto 30.09.2027 with suitable conditions along with specific condition that the industry shall apply for obtaining fresh Consent to operate application under the Air Act, 1981 within 7 days.
