It is intimated that the poultry farm is a small scale green category unit and was granted NOC to Establish vide no CTE/Fresh/MLK/2023/20876906 dated 15-02-2023 valid upto 14-02-2024 for the production of Broiler @ 50,000 Numbers/Day by using Chicks (Birds) @ 50,000 Numbers/Day with suitable conditions.
It is also informed that the CPCB has framed Environmental Guidelines for layered poultry farms 10/01/2022. As per the said guidelines, the poultry farms are classified as under:
1. Small (5,000-25,000 bird)
2. Medium (above 25,000-1,00,000 birds)
3. Large (above 1,00,000 birds)
Now, the poultry farm has applied for obtaining fresh consent to operate under the Water Act, 1974 and the Air Act, 1981 for the production of Broiler @ 20,000 Numbers/Day by using Chicks (Birds) @ 20,000 Numbers/Day under small scale green category.
The poultry farm has deposited consent fee of Rs. 35,200/- (Rs. 33,600/- as consent fee + Rs. 1600/- as penalty fee) vide no. 378816058 dated 13.03.2024 under the Water Act, 1974 and Rs. 35,700/- (Rs. 33,600/- as consent fee + Rs. 1600/- as penalty fee + Rs. 500/- as application fee) vide no. 435195572 dated 13.03.2024 under the Air Act, 1981 against the value of fixed assets of Rs. 150.00 lakh (value of plant & machinery Rs. 35.00 lakh) as per CA certificate dated 21.02.2024. The fee deposited by the poultry farm is adequate upto 31.12.2028.
The poultry farm has submitted request letter regarding difference in number of birds between NOC and CTO application. It is stated that they had constructed only 01 no. shed whose capacity is 20,000 birds against the two proposed shed and applying consent for present constructed single shed.
To verify the fact of the poultry farm, the site of the poultry farm was visited by the officer of this office on 28/03/2024 and it was observed as under:-
1. The site of the poultry farm is located in agriculture land of Dhadhogal Road, Village Sampurangarh, Tehsil Amargarh And District Malerkotla as per NOC obtained by it..
2. The poultry farm has constructed shed in east –west direction for laying of chicks to produce broilers.
3. The poultry farm stated that the bird droppings will be given to the farmers as manure free of cost. During visit no significant smell was observed inside the plant.
4. The poultry farm has constructed one burial pit for disposal of dead birds.
5. The poultry farm is not generating any trade effluent. The domestic effluent generated by the poultry farm is being discharged onto land or plantation after septic tank.
6. The poultry farm has not installed any poultry feed mill in its premises. The representative has informed that the poultry feed is being provided by the Company.
7. The poultry farm has not installed any DG set in its premises.
8. The poultry farm was found complying under Water Act 1974 and Air Act,1981.
In view of above, it is recommended that consent to operate under Air Act 1981 be granted to the poultry farm upto 31.12.2028 (upto adequacy of fee) with usual conditions and special condition that the poultry farm will comply with the guidelines of CPCB/PPCB on regular basis. .
