It is submitted that the Rice Sheller is a small scale orange category unit. Earlier, the Rice Sheller has obtained consent to establish(NOC) of the Board under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH2/2023/22764479 dated 24.07.2023 which is valid upto 23.07.2024 for processing of Paddy @ 9.0 TPH with production of Raw Rice @ 6.0 TPH and By-Products i.e. Rice Husk @ 1.98 TPH and Rice Bran @ 0.36 TPH with usual conditions mentioned therein.
Now, the industry has applied for new consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for processing of Paddy @ 9.0 TPH with production of Raw Rice @ 6.0 TPH and By-Products i.e. Rice Husk @ 1.98 TPH and Rice Bran @ 0.36 TPH.
The Rice sheller was visited by the undersigned on 27.03.2024. The detail of visit is as under:-
1. Rice sheller was not in operation during visit.
2. The industry has covered its processing sheds properly.
3. All the dust emitting points were properly hooded.
4. The industry has provided the sapling along the boundary wall.
5. The industry has provided more than 70’ Brick wall in length in front of the discharge point with 10’ ht from G.L. It has provided wind Screen of M.S.Sheet of about 5’ ht above Brick Wall. The discharge point of the rice husk is at 6.5’ ht.
6. No Rice husk was observed at site.
7. The industry has provided brick floor inside its premises for movement of vehicles, so as to prevent the generation of dust.
8. The industry has provided the cyclones as APCD with shelling section and Drier section respectively with adequate stack height.
9. The industry has not installed any D.G set in the premises.
10. As per representative of the industry it will dispose off the ash of Drier furnace inside the rice sheller in low lying area.
11. The industry has provided septic tank to treat the domestic effluent and treated effluent is discharged onto land for plantation.
12. The Fixed assets of the industry is Rs. 129.80 Lacs.
13. The industry has deposited Rs. 86100/- (Rs.8400/-*10 Years + Rs. 2100/- Peanlty) vide R.No. 15476766 dated 20.03.2024 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 86100/- (Rs.8400/-*10 Years + Rs. 2100/- Peanlty) vide R.NO. 573156879 dated 20.03.2024 under Air (Prevention & Control of Pollution) Act, 1981.
14. The said consent Fee is adequate upto 30.09.2033.
Keeping in view of the above, it is recommended that consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be Granted to the industry upto 30.09.2033 with usual conditions and with the special conditions that:-
1. The industry shall always comply with the code of Practice issued, as per Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15.10.2013.
2. That the industry shall comply with the directions for abstraction of ground water as per guidelines issued by the Central Ground Water Authority from time to time.
3. The industry shall achieve the emissions standards prescribed by the Board/Govt./CPCB/MoEF from time to time.
