It is submitted that the industry was granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/LDH1/2019/9179975 dated 10/09/2019, valid upto 30/06/2023 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDH1/2022/17578414 dated 17/01/2022, valid upto 30/06/2026 for manufacturing of Knitted dyed cloth & readymade garments @ 3600 Kg/day, Printing of knitted fabric @ 200 Kg/day & Finishing of knitted fabric @ 3600 Kg/day by operating the industry on single shift.
Now, the subject cited industry has applied for obtaining varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for operating the industry on double shift basis. The industry has earlier deposited consent fee against the un-depreciated fixed assets of Rs. 136.23 Lacs as on 22/01/2024 as per CA Certificate dated 22/01/2024, which is adequate upto 30/06/2028 under Water Act, 1974 and Air Act, 1981, as per Board's Office Order dated 29/10/2018.
The industry was visited by undersigned on 06.10.2023 and it was observed as under:
1. The industry was in operation.
2. It is engaged in manufacturing of Knitted dyed cloth & readymade garments @ 7200 Kg/day, Printing of knitted fabric @ 400 Kg/day & Finishing of knitted fabric @ 7200 Kg/day by using raw material as Polyester Yarn @ 7400 Kg/day, Knitted fabric for printing @ 400 Kg/day, knitted fabric for finishing @ 7200 Kg/day, Dyes @ 11 Kg/day, Acetic acid @ 92 Kg/day & Softener @ 120 Kg/day.
3. The industry has installed 1 no. thermopac of capacity 1000U & 1 no. boiler of capacity 5.0 TPH with cyclone as APCD & is using briquettes as fuel.
4. As per analysis results of sample collected from port hole of stack after APCD (Thermopack @ 1000 U and Boiler @ 5 TPH) on 06.10.2023 received from Zonal Lab, Ludhiana, SPM is reported as 495 mg/Nm3, which is within prescribed standards of 500 mg/Nm3.
5. The industry is engaged in dyeing of fabric and has installed soft flow machines (300 x 6, 500 x 1, 200 x 1).
6. The industry has connected its trade effluent to CETP 40 MLD.
7. There was only single outlet of the industry, which was connected to CETP sewer.
8. The industry has already disposed off its earlier ETP sludge @ 0.68 Ton to TSDF Nimbuan on 30.01.2023.
9. Detail of production calculated vis a vis machinery installed is attached as Annexure-A.
10. As per the record maintained by the industry, the industry is discharging its effluent @ 460 KLD to CETP on an average in the month of February, 2024 and 335.8 KLD in the month of March, 2024.
11. The industry has CETP shares of 500 KLD.
In the subject cited case, the industry has mentioned ground water extraction @ 556 KLD. Considering 25 working days per month, ground water extraction will be 13900 KL/month, which is more than exempted quantity. The industry has applied for obtaining permission for ground water extraction from PWRDA.
It is therefore recommended that varied 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2028 with suitable conditions as per policy of the Board.
