The project proponent has applied for obtaining Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 under small scale green category for operation of a cold store in the revenue estate of Village Rachhin, Tehsil Raikot, District Ludhiana. The project proponent has submitted partnership deed, C.A certificate along with requisite documents. The PP has submitted CLU obtained from the DTP, Ludhiana vide no. 1083 DTP(L) M2C dated 13.05.2016, as per which, the concerned department has no objection for operation of cold store at the said site subject to the conditions mentioned therein.
The PP has deposited Rs. 1,12,025/- vide R. no. 43/5585 dated 29.03.2024 out of which Rs. 51,800/- under Air Act, 1981 and Rs. 51,800/- under water Act, 1974 and Rs. 8400/- as NOC regularization fees. Further, the industry has deposited Rs. 5000/- vide UTR.no. CBINH24038608469 dated 07.02.2024 as under Air Act, 1981 and Rs. 5000/- vide UTR.no. CBINH24038609342 dated 07.02.2024 under Water Act, 1974 as national fee under VDS scheme against the project cost of Rs. 270.33 Lacs, which is adequate upto 31.12.2024.
The site of the cold store was visited by undersigned on 22.03.2024 and it was observed as under:-
1. The cold store was in operation during the visit.
2. Movement area has been brick paved.
3. The Cold store has provided septic tank followed by plantation for disposal of domestic effluent.
4. The cold store has installed one D.G set of capacity 200 KVA equipped with canopy.
5. The cold store has applied under VDS scheme.
6. The cols store has submitted approved building plan from Competent person of Director of Factories.
As such, is cold store is complying with provisions of Water Act, 1974 & Air Act, 1981.
Keeping in view of the above, it is recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2024 for cold store subject to suitable conditions along with special condition that:
1. The cold store shall comply with all the condition imposed by the District Town Planner, Ludhiana vide memo no. 1837 DTP(L) M2C dated 21.07.2023.
