It is submitted that the matter was discussed with the SDO from MC, Bathinda who informed that the NOC has been issued to the PP for sewer connection. However the condition imposed regarding completion certificate is that the connection with MC sewerline shall be made operational/ connected after obtaining the completion certificate from MC Bathinda. As per the MC bathinda completion certificate is issued only after verification of the project w.r.t. building/ layout plan as approved by the Department and installation of the necessary water treatment system(STP) and till the issuance of the completion certificate no occupancy is allowed in the project as per bye-laws. Further he informed that the necessity regarding imposition of the condition was due to the matter that earlier the PP used to connect sewerline during construction phase and the Project during its construction phase discharges rain water or construction water containing cementitious materials leading to blockages of the sewerline. He also informed that the letter issued may be considered as final NOC for discharging of treated effluent by the project into the existing sewerline of the MC.
Therefore, it is again recommended that Consent to establish/NOC may be granted to the project proponent for the establishment of colony in an area 7.86 acres (31808.39 sq. meter) having 139 SCO’s, with suitable conditions along with special conditions that:
1. This NOC is valid for establishment of Colony in an area of at Bathinda.
2. The PP will not allow any polluting unit/ industry to be set up in the premises and only godowns/ commercial shops will be established.
3. The PP will be solely responsible for the treatment of the domestic effluent generated from the project and in case any industrial/ polluting unit is allowed in the project the PP shall be held completely liable for the non- compliance.
4. The PP will not alter / change / expand its approved layout plan without prior permission from the Board.
5. The PP shall utilize the treated effluent from the nearby STP for construction purposes and shall restrict usage of fresh water. The project proponent shall submit an agreement in this regard within 10 days.
6. The PP shall provide dual plumbing line for utilization of treated effluent for flushing purposes.
7. The PP will develop the land area taken on lease for disposal of treated effluent as per karnal technology simultaneously with the development of the project.
8. The promoter company shall ensure the compliance of conditions that only roof top rainwater shall be discharged into rainwater harvesting system, no surface run off or any other rainwater flowing in lawns garden be allowed to enter into the rain water harvesting system, and All the pipes provided for the recharging system should be visible and properly colored.
9. The PP will manage its solid waste generated in-house as per the guidelines laid in the Solid Waste Rules, 2016.
10. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity.
11. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
12. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
13. The PP shall not commission the project without obtaining completion certificate from the Convened Authorities and shall make alternate arrangements by providing adequate plantation area for for proper disposal of treated effluent |
