Sir, i nowhere found any technical detail regarding the non-requirement of APCD to a baby boiler but in routine working, i have experienced adopting the same procedure by my colleagues as well as senior officers while granting CTO to any unit having installed baby boiler that such kind of applications are being processed without any APCD. Hence following the same practice many other applications were also processed by me in the past and all that units had already been granted CTO by the Board. Further no complaint against the emission of any black smoke from the applicant industry has been received in this office till date.
In view of above, it is recommended that:
1. Renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of further six month with suitable terms and conditions.
2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 be issued to the PSPCL authorities for restoration of electric supply of the industry temporarily for the period of further six month.
