It is intimated that the industry is a small scale red category dyeing unit and was granted extension of "Consent to Establish"(NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Ext/LDH3/2023/21329044 dated 11.04.2023 for the production of dyeing and finishing of polyester fabric @ 6.2 T/day or dyeing and finishing of cotton/polyester-cotton (pc) @ 2.325 T/day with discharge of trade effluent @ 122.76 KLD onto land for plantation after treatment through ETP and domestic effluent @ 0.425 KLD onto land for plantation after septic tank, which is valid upto 10.04.2024.
Now the industry has applied for fresh consent to operate under Water Act, 1974 and Air Act, 1981 for the production of dyeing and finishing of polyester fabric @ 6.2 T/day or dyeing and finishing of cotton/polyester-cotton (pc) @ 2.325 T/day with discharge of trade effluent @ 122.76 KLD onto land for plantation after treatment through ETP in an area of 1.7 acres and domestic effluent @ 0.425 KLD onto land for plantation after septic tank. The industry has deposited fee Rs. 36,000/- vide R. No. 368313130 dated 05.03.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 36,000/- vide R No. 727483068 dated 05.03.2024 under Air (Prevention & Control of Pollution) Act, 1981, which are valid upto 31.03.2029.
The industry had already submitted copy of CLU from STP, Ludhiana vide no. 207/STP(L)/TW/2-A dated 10.02.2022 mentioning that the site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2031).
The unit had already submitted the feasibility report of the ETP of capacity 150 KLD based upon physic chemical technology following by biological treatment.
The industry has submitted copy of approved building plan from the competent person under Factory Act.
The industry was visited by the AEE of this office on 02.04.2024 and it was observed that:-
1. The industry was not yet commissioned and the machinery was under installation.
2. The industry has installed 02 soft flow dyeing machines of capacity (250X1 Kg) and (200X1 Kg). The industry has proposed to install 04 more soft flow dyeing machines of capacity (250X2 Kg) (200X2 Kg) inside the premises.
3. The industry has installed one boiler of capacity 3 TPH with twin cyclone separator as APCD. The industry shall use rice husk/ wood/ Pathi/ Agro waste as fuel in its boiler.
4. The industry has proposed to discharge the treated trade effluent @ 122.76 KLD and domestic effluent @ .425 KLD onto land for plantation @ 1.7 acres. Plantation has been provided by the industry as per karnal technology. Plantation area is adequate to manage quantum of discharge considering discharge handling capacity of 70 KLD/ acre.
5. The industry has installed 01 D.G set of capacity 125 KVA with canopy inside the premises.
6. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 maybe granted to the industry for the period of one year with suitable terms and conditions and special condition that the industry shall got analyzed effluent samples as well as air emission samples from the Board's lab within this period.
