In view of the report dated 03.04.2023 of the visiting officer and in continuation to the note of the undersigned dated 13.03.2024, if approved, consent to establish' (NOC) be granted to the project proponent for development of commercial colony for 69 commercial plots in an area of 6.38 acres in the revenue estate at Mansa Road, Bathinda, subject to the following special conditions that:-……………..
1. The Consent to Establish (NOC) is being granted for the development of the commercial colony in an area of in an area of 6.38 acres in the revenue estate at Mansa Road, Bathinda and in case any of the documents submitted by the project proponent are found forged/incorrect, the consent to establish granted to the project would be deemed to have been cancelled and the Board would not be responsible for the cost incurred by the project proponent in the matter……………
2. The project proponent will not alter / change / expand its approved layout plan without prior permission from the Board and the built-up area under the project shall not exceed 20,000 sq.mtr………….
3. The project proponent shall be bound to obtain Environmental Clearance from the concerned authorities in case the built-up exceeds 20,000 sq.mtr………….
4. The project proponent will install the STP of adequate capacity alongwith adequate disposal arrangement well before the commissioning of the project………..
5. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will make adequate arrangements to reuse the treated effluent for flushing purposes by providing dual plumbing line and / or for watering of green areas in the project premises and only the excess effluent will be discharged into MC sewer as per the permission obtained by the project proponent from MC, Bathinda vide their office letter no. 741 dated 21.03.2024………….
6. The project proponent shall not commission the project without obtaining completion certificate from the Competent Authority in the matter…………..
7. The project proponent will ensure that the municipal solid waste generated from its colony is handled in an environmentally sound manner and the Bio degradable solid waste shall be managed through in-house treatment, in compliance to the Solid Waste Management Rules, 2016…………
8. The project proponent shall also develop the vermicomposting/composting to manage the biodegradable solid waste and shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies…………
9. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic……….
10. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises……….
11. This consent to establish is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required………….
