File Note: The note of RO may kindly be perused……… The industry is a small scale red category dyeing unit and was granted "Consent to Establish"(NOC) u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH3/2024/24512331 dated 04.03.2024 for establishment of dyeing unit for dyeing of textile fabrics and yarn @ 9 T/day with discharge of trade effluent @ 270 KLD onto land for plantation after ETP and domestic effluent @ 2.0 KLD onto land for plantation after septic tank, which is valid upto 03.03.2025……………. It is pertinent to mention here that earlier a small scale red category dyeing unit M/s Parkash Industries, Village Gaunsgarh, Rahon Road, Ludhiana was running at site which was purchased by the current project proponent and accordingly obtained NOC by the Board…….. Now the industry has applied for fresh consent to operate under Air Act, 1981 for dyeing of textile fabrics and yarn @ 9 T/day for operation of a boiler of 4 TPH capacity…… The industry has submitted requisite documents and consent fee adequate upto 31.03.2029 as verified by RO…… The industry was visited by the AEE of this office on 26.03.2024 and it has been reported as under: - 1. The industry was ready to commission and fabric dyeing as well as yarn dyeing machines were placed inside the premises. 2. The industry has industry has installed 8 soft flow machines of total capacity 1950 Kg i.e. (300 Kg x 2), (250 kg X 5) and (100 kg X 1) and one sampling machine and 03 cabinet machines of capacity 60 kg each. 3. The industry has also installed 03 cabinet dyeing machines of capacity 60 kg each inside the premises. 4. The industry has installed one boiler of capacity 04 TPH attached with multi cyclone separator as APCD alongwith adequate stack height. Industry shall use rice husk as fuel in its boiler as mandated in the NOC granted to it by the Board. 5. The industry has installed one DG set of 125 KVA with canopy along with adequate stack height. It has been reported by RO that the industry has made the arrangements in compliance of the provisions of the Air Act, 1981. Accordingly, as proposed by RO, may if approved, consent to operate under Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry for the period of one year for operation of rice husk fired boiler of 4TPH capacity and one DG set of 125 KVA with suitable terms and conditions a special condition that the industry shall get its stack emission sampling by the Board within one month.
