It is submitted that the industry is a small scale green category unit. The industry has applied for obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Corrugated Box Making Machine @ 10 nos/day by using Stainless Steel @ 60 Kgs/day, Mild Steel @ 800 Kgs/day, Cast Iron @ 700 kgs/day, Electrical @ 80 Nos/day, Paint @ 2 ltr/day, Hardware @ 300 nos/day as raw material alongwith requisite documents and fee.
The industry has deposited Rs. 20,300/- vide R. No. 733325917 dated 30.03.20024 under the Water Act, 1974 including application form fee and Rs. 20,300/- vide R. No. 781790599 dated 30.03.2024 under Air Act, 1981 including application form fee, against the total cost of fixed assets is Rs. 38.42 lacs as on 29.02.2024. The consent fee deposited by the industry is adequate upto 31.12.2028 under both acts including NOC fee and penalty fee.
The industry has submitted copy of registry of land measuring 1 Bigha-0 Biswe-0 Biswasi. The site falls in FEZ zone as per Master Plan Derabassi and the operation of green category industry can be regularized.
The industry has submitted the GST certification as proof of commissioning vide registration no. 03AGWPD3994J2ZV issued on dated 02.05.2022.
The site of the industry was visited by officer of the Board on 02.04.2024 and it was observed as under:
1) The industry was in operation during the visit and is engaged in manufacturing of corrugated box making machine.
2) The manufacturing process of the industry is as under: -
Raw Material—Cutting—Bending—Drilling—Welding—Pressing—Grinding—Paint—Packing—Dispatch.
3) There is no source of Air Pollution except 1 no of D.G set of capacity 50 KVA, which is equipped with canopy and stack of adequate heights.
4) The industry only carries out hand paint of the machines.
5) No trade effluent is generated by the industry and only domestic effluent, which is being discharged into onto land for plantation after septic tank.
6) The industry has submitted the copy of approved site plan prepared by Er. Atargulab Singh competent person from Director of Factories Punjab.
In view of the above, it is recommended that Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2028 with subject to suitable conditions and additional conditions that:-
1) This consent is only valid for manufacturing of Corrugated Box Making Machine @ 10 nos/day by using Stainless Steel @ 60 Kgs/day, Mild Steel @ 800 Kgs/day, Cast Iron @ 700 kgs/day, Electrical @ 80 Nos/day, Paint @ 2 ltr/day, Hardware @ 300 nos/day as raw material.
2) The industry shall not generate and discharge any kind of trade effluent from its premises.
3) The industry shall not carry out any activity in its premise, which can change the category of unit from Green to Orange/Red, without prior permission from PPCB.
4) The industry will only do hand paint and shall not carry out spray painting/powder coating in its premises.
5) The project proponent shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
6) The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received
7) The industry shall apply for obtaining authorization under the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 within one month.
8) The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
9) In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions
