Kindly find attached the detailed inspection report. Further observations are as under:-
Earlier, the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2021/15609553 dated 10/06/2021 valid up to 31/03/2024.
And
Under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2021/15397390 dated 18/06/2021 dated 31/03/2024
Now, the industry has applied for renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 with requisite documents.
Detail of the case are us under: -
1. The industry has submitted CA certificate dated 10.01.2024, with value of gross fixed assets as Rs. 487.18 Lakhs. The industry has deposited Rs. 190800/- vide UTR No. N088242955871563 dated 28.03.2024 as consent fee under Water Act, 1974, Rs. 190800/- vide UTR No. N088242955861072 dated 28.03.2024 as consent fee under Air Act, 1981, which it is adequate upto 31.03.2027 under both acts.
2. The industry has submitted compliance report of previous consents granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
3. The air emission and effluent samples of the industry were collected by the Board on 09.02.2024 and as per analysis report issued from Zonal Lab, Jalandhar vide 466-68 dated 15.02.2024 the parameter of particulate matter of 02 no. boilers @ 32 TPH (common stack) is 90 mg/nm3 and as per effluent analysis report issued by the Zonal Lab Jalandhar vide letter no. 542-44 dated 19.02.2024 the parameters i.e pH = 7.6, TSS 32, TDS 616, COD 142, BOD 38 and O&G is 4.1. As per analysis reports the industry is complying with the standards prescribed by the Board.
The industry was already visited by undersigned along with EE on 09/02/2024 and following observations were made: -
1. The industry was in operation and was engaged in production of sugar from sugarcane.
2. The industry has installed two no. boilers of capacity 32 TPH, both provided with wet scrubber as APCD separately and with common stack. The air emission samples were collected during visit and as per analysis report issued from Zonal Lab, Jalandhar vide 466-68 dated 15.02.2024 the parameter of particulate matter of 02 no. boilers @ 32 TPH (common stack) is 90 mg/nm3 which are within prescribed limit.
3. The industry has installed one no. D G set of capacity 300KVA, which is with canopy.
4. During visit the ETP installed by the industry was in operation effluent samples from the outlet of ETP were collected and were sent to Zonal Lab, Jalandhar for analysis. As per effluent analysis report issued by the Zonal Lab Jalandhar vide letter no. 542-44 dated 19.02.2024 the parameters i.e pH = 7.6, TSS 32, TDS 616, COD 142, BOD 38 and O&G is 4.1 which are within prescribed limit. The industry has installed EMF at the outlet of ETP.
5. The industry has developed approximately 13 acres of plantation area and treated water is being discharged onto land for plantation in that area.
The industry is complying with the condition of consent granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of above, it is recommended that renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 31/03/2027 with usual conditions.
