• The industry is a medium scale red category unit.
• The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 valid upto 30.06.2024 for manufacturing of Auto Parts and Tractor Parts @ 36 T/day by using Pig Iron and Iron Scrap @ 40 T/day as raw material.
• The industry was given personal hearing before the Senior Environmental Engineer, Zonal Office, Jalandhar on 31.08.2023 (held on 29.08.2023) for violation of the provisions under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981, wherein it was decided as under:-
1. The industry shall submit Bank Guarantee of Rs. 25,000/- as an assurance to comply with the provisions of Air (Prevention & Control of Pollution) Act 1981.
2. The Industry shall operate its APCD regularly & efficiently so as to achieve the prescribed standards of the Board.
3. The industry shall maintain the record regarding the generation and disposal of APCD Dust, Discarded oily rags/gloves or record of energy meter & shall made available to the visiting officer.
4. The Environmental Engineer, Regional Office-1, Jalandhar shall verify the contentions of the industry, collect stack emission sample and send the report/ recommendations within 01-month.
To check the compliance of the hearing decision the industry was visited by AEE of this office with lab staff on 20.10.2023 and it was observed that:-
1. The industry was in operation during visit and engaged in manufacturing of auto parts.
2. The industry has installed 02 induction furnaces of capacity 1.0 TPH and 0.5 TPH with bag filter house as APCD and adequate stack height.
3. During visit, the stack emission samples were collected from induction furnace of capacity 1.0 TPH and as per analysis report the particulate matter is found 85 mg/Nm3, which is within the prescribed limit of the Board.
4. The industry has deposited Bank Guarantee of Rs. 25,000/- as an assurance to comply with the provisions of Air (Prevention & Control of Pollution) Act 1981, which is valid upto 03.11.2025.
• Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981through OCMMS for manufacturing of Auto Parts and Tractor Parts @ 36 T/day by using Pig Iron and Iron Scrap @ 40 T/day as raw material and detail of the same is as under:-
1. The industry has deposited Rs. 1,80,000/- Vide UTR No. SBIN224087568661 Dated 27.03.2024 under Water Act 1974 and Rs. 1,80,000/- Vide UTR No. SBIN224087560528 Dated 27.03.2024 under Air Act, 1981, against the fixed assets of Rs. 1283.10 lacs, which are adequate upto 30.06.2029.
2. The industry has submitted compliance of the previous granted consent under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
• The industry was visited by officers of this office on 02.04.2024 and observed that :-
1. The industry was in operation during the visit and is engaged in manufacturing of auto parts and tractor part.
2. The industry has installed one induction furnace of capacity 1.0 MTD with bag house filter as APCD with adequate stack height. The air emission sample of the industry was collected by this office on 20.10.2023 and as per sample analysis report from Boards lab the particulate matter is 85 mg/Nm3, which is found within the prescribed limits of the Board.
3. The industry has installed one induction furnace of capacity 0.5 MTD with bag house filter as APCD with adequate stack height and same was in operation. The industry had also purchased a new induction furnace of capacity 500 kg for future expansion of the unit which is yet to be installed and is lying in the industrial premises. The representative of the industry informed that the industry will install the said induction after taking prior permission of the Board at site.
4. The industry has installed two shot blasting machine with bag house filter as APCD with adequate stack height.
5. The industry has installed one oil fired annealing furnace with adequate stack height.
6. The industry has installed three DG sets of capacity 315 KVA, 50 KVA, 40 KVA with canopies.
7. The industry has stored the hazardous waste in the HWM storage room and was maintaining the record of the same.
8. There is no source of trade effluent generation and only domestic effluent generated by the industry is being discharged into PSIEC sewer.
9. The industry is complying with the conditions under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry is a medium scale red category unit and competency to decide such case lies with Chief Environmental Engineer, Jalandhar.
Keeping in view of above, it is recommended that renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2029 with suitable conditions as per policy of the Board
