Sir, it is submitted that the HCF is lab earlier which was granted authorization under Bio Medical Waste Management Rules, 2016 valid upto 21.01.2025 with usual conditions and the HCF has been complying with conditions of the authorization.
Now, the HCF has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & consent to operate u/s 21 of the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS with requisite documents. The HCF has deposited Rs. 8000/- vide UTR number is 32593632751DC dated 17.06.2023 as consent fee under Water Act, 1974 & Rs. 8000/- vide UTR number is 32593621611DC dated 17.06.2023 as consent fee under Air Act, 1981, both are adequate upto 31.03.2028.
To verify the contents of the application the site of the HCF was visited by the JEE (OS) of this office on 14.12.2023 & during visit it was observed: -
1. The HCF is 25 bedded eye hospital.
2. The HCF has made agreement with M/s Medicare Environment Management Pvt. Ltd. Tajpur Road, Ludhiana valid upto 31.07.2028.
3. The HCF has maintained the record regarding lifting of bio medical waste by CBMWTF on day to day basis.
4. The HCF has provided pre-treatment system to treat it liquid waste with 1% sodium hypochlorite from the activities of lab before drain into sewer.
5. Domestic effluent is being discharged into public sewer.
6. The HCF has installed pre-treatment to Microbiology/Blood bags etc. with autoclave before lifted to CBMWTF.
7. The HCF has submitted the written permission from M.C. Doraha mentioning that the HCF has obtain permission for sewerage connection.
If approved, consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the HCF for short term i.e. upto 31.03.2028 with usual conditions
