It is intimated that the workshop is a Small scale orange category unit. Earlier, the workshop was granted consent to establish (NOC) vide no. CTE/Fresh/LDH2/2023/ 22495539 dated 13.07.2023 which is valid upto 12.07.2024 for Servicing & Washing of Cars @ 70 Numbers/Day using MOBIL OIL @ 250 Liter/day Shampoo & Detergent @ 5 Liter/day as raw material.
Now, the workshop has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 alongwith documents and fee.
The workshop was visited by the AEE of this office on 01.04.2024 and observed as under:-
1. The workshop was in operation during the visit and engaged in the process of servicing and washing of cars.
2. It has installed ETP consisting of Collection tank Oil & Grease trap Flacculator Pre-filtration sump (PVC Tank) Filtration Media Storage tank.
3. It has installed STP consisting of collection tank sludge holding tank Aeration Setting tank Pre-filtration tank Filtration Media storage tank.
4. During visit no discharge was at the outlet of STP, hence sample could not be collected.
5. It has provided the water meter at the inlet of ETP and reading of the same was 1288.42 KL.
6. It has provided the water meter of the outlet of ETP and reading of the same was 1498.98 KL.
7. The workshop claims that the whole treated effluent is re-used in process for washing of cars, but no water meter has been provided on re-use of treated effluent. As per record maintained by the workshop, it has taken the effluent at inlet of ETP @ 868.14 KL and discharged through outlet of ETP @ 1026.28 KL for the period 01.01.2024 to 31.03.2024. The quantity of effluent at outlet is more than the effluent taken at inlet, hence the claim of the workshop seems not to be correct.
8. The workshop has not provided the water meter on is submersible pump, water used for washing and water used for domestic purposes. In the absence of these water meters the water balance statement cannot be prepared, hence the claim of the workshop regarding re-use of whole treated trade effluent for washing purposes cannot be verified.
9. It has provided the sub energy meter with its ETP and reading of the same was 493 KWh.
10. No plantation Area has been developed by the workshop to dispose off the treated domestic effluent. Hence, the possibility to dispose off the domestic effluent unauthorized cannot be ruled out.
11. The workshop has not submitted the dimensional drawings and completion certificate of ETP and STP from the supplier company.
12. It has provided the D.G. set of 150 KVA with canopy inadequate stack height.
13. As per certificate issued by ATP (Zone-B), Municipal corporation, Ludhiana vide letter no. 4048/ATP-B/D dated 09.06.2023, The Land use pattern of the workshop is as under:-“ਸਰਕਾਰ ਵੱਲੋਂ ਪ੍ਰਵਾਨਸ਼ੂਦਾ ਮਾਸਟਰ ਪਲੈਨ ਅਨੁਸਾਰ ਇਹ ਸਾਇਟ ਇੰਡਸਟਰੀਅਲ ਜੋਨ ਲਈ ਮਿੱਥੀ ਹੋਈ ਹੈ। ਇਸ ਸਾਇਟ ਵਿੱਚ ਆਟੋ ਮੋਬਾਇਲ, ਸ਼ੋਅ ਰੂਮ ਅਤੇ ਵਰਕਸ਼ਾਪ ਦਾ ਕੰਮ ਸ਼ੁਰੂ ਕੀਤਾ ਜਾ ਸਕਦਾ ਹੈ । ਯੂਨੀਫਾਇਡ ਜੋਨਿੰਗ ਰੈਗੂਲੇਸ਼ਨ ਇਸ ਜੋਨ ਵਿੱਚ Light Motor vehicle (LMV) auto mobile showrooms and workshops including painting and washing ਆਗਿਆ ਯੋਗ ਹਨ।”
14. As per C.A certificate the value of the fixed assests of the workshop is Rs. 898.85 lacs as on 07.08.2023. The workshop has deposited the consent fee as under:-
(a). Water Act, 1974:-
Rs.1,01,300/- vide R.No. 337330707 dated 22.03.2024 (Rs. 90000/- as Water Consent fee +Rs. 10800/- as NOC Balance Fee + Rs. 500/- as application form fee)
(b) Rs.90500/- vide R.No. 183659365 dated 22.03.2024 (Rs. 90000/- as Air consent fee + Rs. 500/- as application form fee)
16. The workshop has not submitted the documentary proof regarding date of commissioning of the workshop. Hence, the adequacy of consent fee deposited the workshop cannot be adjudged
17. It has also not submitted the List of Directors, the plantation area in Site Plan to dispose off the treated domestic effluent, analysis reports of ETP and STP from Boards Lab as requested through clarification dated 26.03.2024 so far.
18.The workshop has not applied for authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016.
Keeping in view of the above, it is recommended that show cause notice for refusal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (prevention & Control of Pollution) Act, 1981 may be issued to the workshop.
