It is submitted that the industry is large scale green category god down and earlier was granted consent to operate under the Water Act, 1974 vide no. CTOW/Fresh/BAR/2018/7459823 dated 27/04/2018 valid upto 31/12/2023 and under the Air Act, 1981 vide no. CTOA/Fresh/BAR/2018/7459385 dated 27/04/2018 valid upto 31/12/2023 for storage of wheat grains @ 50,000 MT in 4 silos @ 12,500 MT each with certain conditions .
Now, it has applied for renewal of consent to operate under the Water Act, 1974 and the Air Act, 1981 for same production with same quantity i.e. storage of wheat grains @ 50,000 MT in 4 silos @ 12,500 MT each.
Previous granted consent fee of the industry is valid upto 30.06.2027 as per latest fixed assets of the industry.
The industry has deposited Rs. 3,60,000/- vide R. No. 18/4692 dated 20/04/2018 and Rs. 8400/- vide R. NO. 499666790 dated 30.03.2024 under the Water Act, 1974 against the total value of fixed assets amounting to Rs. 5371.81 lakhs as per CA certificate dated 19.03.2024. The fee deposited by the industry is adequate upto 30.06.2027 (after deducting all penalty fee and NOC regularization fee).
The industry has submitted justification letter in regard to increase in CA certificate as comparison to last CA certificate submitted in this office while grant of previous CTO application. It is stating as under:-
"With reference to the above subject, our gross value of fixed assets (without depreciation) increase to Rs. 5371.84 lakhs. This is due to completion of Railway Siding & Rail/Wagon loading facilities at our VRC Silos Pvt Ltd Sekha plant."
To verify the facts site of the industry was visited by the officer of this office on 28.03.2024 and it was observed as under:-
1. The project proponent has installed 04 nos. silos for storage of Wheat grain, each having capacity of 12,500 MT (Total capacity 50,000 MT) ,one 500 MT Pre storage silo, one shipping silo of 40,000 MT and three 3 small 50 MT each as dispatch silo .
2. The project proponent has provided Individual bag filter house as APCD along with stack of adequate height with its wheat unloading section and cleaning area. During visit unloading area and cleaning area was not in operation as yet wheat is not coming as site as harvesting yet to be start.
3. The project has provided common energy meters with its APCDs and machinery. However, the consumption of electricity by APCD is taken separately.
4. The industry is not required water in the process, thus, no trade effluent is generated from the process. The industry generate only domestic effluent @ 3.0 KLD, which is being discharged onto land for plantation after passing through septic tank.
5. The project proponent has provided the adequate plantation along the boundary wall for the disposal of its treated domestic effluent after septic tank.
6. The project proponent has already 01 no. existing submersible pump in its premises as a source of water supply, the project has provided Water flow meter on the submersible pump.
7. The project proponent has installed one no. DG set of capacity 250 KVA, which is equipped with canopy and stack of adequate height.
8. The work of the railway track has been also completed at site.
9. The unit has submitted approved building plan under the provisions of section 3-A of Punjab Factory Rules, 1952.
In view of above, it is recommended that the industry may be granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 upto 30/06/2027 (upto adequacy of fee) for Storage of wheat grains @ 50,000 MT, with suitable conditions.
