File Note: It is intimated that the project is a medium scale green category unit. Earlier, the project proponent was granted consent to establish (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2021/14389554 dated 22.01.2021 valid upto 19.12.2022 for establishment of 56 residential flats by M/s Metro Heights Vip Road Near Jaipuria Sunrise Green Derabassi, SAS Nagar in plot area of 0.75 acres having built up area 6132.72 sqm. with subject to certain conditions and special condition as mentioned therein. Now, the project proponent has applied for obtaining consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for establishment of 56 residential flats alongwith requisite documents and fee. The project proponent has deposited Rs. 32,400/- vide R. No. 854656575 dated 26.03.2024 under Water Act, 1974 and Rs. 32,400/- vide R. No. 537790664 dated 26.03.2024 under Air Act, 1981, against the total cost of fixed assets is Rs. 9.34 crores. The consent fee deposited by the project proponent is adequate upto 31.12.2026 under both acts after adjusting penalty/late fee. The project proponent has already submitted permission from Office of Regional Deputy Director Cum Competent Authority Local Govt. Patiala under PAPRA vide letter no. CLU/DDGL/PTL/2020/1181 dated 20.01.2020 for change of land use under sub-section (1) section 81 for Residential Colony in an area measuring 0.75 acres falling in the VIP Road Near Jaipuria Sunrise Green, Derabassi, SAS Nagar. As the total built up area of the project is 6132.72 sqm (less than 20,000 sqm ) the project proponent is not required to obtain Environmental clearance under EIA notification dated 14.09.2006. However, the guidelines issued by the Government of Punjab vide order dated 25/07/2008 as amended on 30/10/2009 are applicable. The project proponent has submitted approved site plan from MC Zirakpur. The site of the project was visited by officer of this office on 02.04.2024 and it was observed as under: - 1. The site falls in the revenue estate of Village Bishanpura, Zirakpur, Distt. SAS Nagar. 2. The project has constructed one no. tower having S+14 floor. 3. The project proponent has installed STP of capacity 75 KLD based on MBBR technology in its adjoining commercial project i.e. M/s Metro Trade Center. The project i.e. M/s Metro Trade Center was granted consent to operate under the provisions of Water Act, 1974 vide no. CTOW/Fresh/SAS/2023/24212011 dated 14.12.2023 valid upto 30.09.2027 for waste water generation of 22 KLD. As such, the STP is having spare capacity of about 50 KLD which is adequate to treat the effluent @ 32 KLD to be generated from the project. 4. The total water generation of the project is 32 KLD which is treated in the STP. 5. The project has provided green area of 466 sqm. and 2.5 KLD, 0.7 KLD & 0.2 KLD of treated effluent will be used for irrigation during summer, winter and rainy season respectively. The project proponent shall reuse about 13 KL of treated waste water for dual flushing purpose. 6. The project shall discharge rest of the effluent i.e. 15.5 KL, 17 KL, 18KL of treated waste water into MC sewer in summer, winter and rainy season respectively. The MC sewer line already exist near the project on VIP road, Zirakpur. 7. The project proponent has installed one. D.G set of capacity 125 KVA, which is equipped with canopy and adequate stack height. In view of the above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.12.2026 with subject to the suitable conditions and additional conditions that: - 1. The project proponent shall install mechanical composter within one month. 2. The project proponent shall submit effluent analysis results from Boards lab within one month. 3. The project proponent shall operate its STP regularly & efficiently and shall maintain operational record of the same on daily basis. 4. The project proponent shall obtain permission from PWRDA for abstraction of ground water within one month if applicable. 5. The project proponent will not discharge its untreated/treated wastewater into any drain/choe/river under any circumstances. 6. The project proponent shall maintain separate record regarding treated water being generated from the project and being re-utilized in green area and flushing. 7. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected. 8. The project proponent shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances. 9. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner. 10. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. 11. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received. 12. The Consent is being issued to the industry based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time. 13. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry. 14. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
