It is submitted that the industry has applied for setting up a new rice sheller including dryer namely M/s Panjaab Rice Mills bearing Khasra No. 15//12 min (4-11), 15//19min(5-14), 15//22(8-0) Total 18 kanal 5 marle land of revenue estate of Village Sabra, Tehsil Rajpura, Distt. Patiala. The industry has proposed for manufacturing of dry / Raw rice @ 2.0 T/hr by using paddy @ 3.0 T/hr as raw material with drier having capacity of 24 Ton/batch and for the discharge of domestic effluent 2.0 KLD, onto land for plantation after treated in septic tank under orange category. The industry has submitted Proprietorship deed, location plan, feasibility report, brief project report, Land use pattern from DTP and revised DTP report, Revenue Report from Tehsildar etc. along with the application form.
The industry has deposited Rs. 12000/- (Rs. 11500/- as NOC consent fee and Rs. 500/- as application form fee) vide R. No. N040242876265808 dated 09.02.2024 on account of NOC fee against the total proposed project cost of Rs. 267.04 lacs as per the project report and Plant and Machinery of Rs. 130.0 lacs, which is adequate for one year.
The industry has submitted Land use pattern from DTP Patiala vide its letter no. 581-82 DTP(P)/P-62 dated 20.03.2024 (copy attached).
The industry has submitted review DTP report vide its letter no. 596-97-DTP(P)/P-62 dated 22.03.2024 regarding correction in the name of the firm (copy attached)
The industry has submitted a Revenue report from Tehsildar, Rajpura dated 01.02.2024 (copy attached).
As per the reports of DTP Patiala and Tehsildar Rajpura, the site of the rice sheller unit is complying with the sitting guidelines framed by Govt. of Punjab for rice shellers vide notification no. 10/48/2004-STE (4) /932 dated 15/10/2013, as the site falls in the notified Industrial Zone as per the Master Plan of Rajpura.
Visit Report
Accordingly, the site was visited by the AEE of this office on 03.04.2024 and contacted Sh. Gurbaj Singh , Proprietor of the industry. During visit, it was observed that:
1. The proposed site of the industry falls in the revenue estate of Village Sehra, Tehsil Rajpura, Distt. Patiala.
2. The industry has not started any construction activity at the site.
3. During visit, it was observed that there is a 11 KVA high tension wire passing through the right site of the proposed site. The representative of the industry informed that they will get the line shifted after deposited requisite fee to the PSPCL.
4. No Lal Dora/ Phirni/ Wild Life Sanctuary, Zoo/ residential area, educational institute/ historical religious places and protected monuments was found within the 500 m from the proposed site.
The industry has submitted brief project report, in which it was mentioned that M/s Panjaab Rice Mills, Village Sabra, Tehsil Rajpura, Distt. Patiala is a proprietorship firm. The firm is formed for installing/ setting up of Dry Rice manufacturing unit so as to manufacture Dry Rice @ 2.0 T/hr. by processing of Paddy @ 3.0 T/hr. with Drier having capacity of 24 MT/batch on double shift basis for 180 days in a year.
In view of above mentioned facts and report of the concerned departments, it is recommended that the consent to establish (NOC) may be granted to the subject cited industry for setting up of rice sheller for manufacturing of dry/raw rice @ 2.0 TPH by using paddy @ 3.0 TPH as raw material with drier having capacity of 24 MT with suitable conditions and following additional conditions:
1. The industry shall comply with the code of practice notified by Govt. Notification no. 10/48/2004-STE (4) /932 dated 15/10/2013 in true letter and spirit.
2. The industry shall be bound to get the high tension wire shifted from its premises as per the Rules, PSPCL.
3. The industry shall install APCD as proposed in the technical report submitted by the industry along with the application.
4. The industry will submit building plan prepared and duly authenticated by the Director of Factories/ Chartered Architect/ Chartered Engineer under the provisions of section 3-A of Punjab Factory Rules, 1952.
5. The industry shall put in place all the hoods, ducting's & enclosures and other components of the APCD well before commissioning of the unit for next paddy shelling season and report the compliance in the regard to the Board.
6. The industry will comply with all the conditions mentioned in the DTP letter no. 581.82 DTP(P)/P-62 dated 20.03.2024 issued to this office.
7. The industry shall comply with the guidelines for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
8. The industry shall comply with the stack emissions standards as laid down by the Board and as amended from time to time by the Board/MoEF.
9. The industry shall bound to comply with the laws & bye-laws of the Master Plan to be prepared by the Department of Town and Country Planning, Punjab. |
