File Note: RO has reported that earlier, the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PBIP/ASR/2023/2304754602 dated 02/06/2023 valid upto 31/03/2024 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PBIP/ASR/2023/2304446412 dated 02/06/2023, valid up to dated 31/03/2024 for production of Ethanol 100 KLD by using Grain @ 220 MTD, Sodium Hydroxide (Caustic Soda) @ 19740 Kg/Year, Nutrients @ 478 Kg/Year, Enzyme @ 59232 Kg/Year, Antifoam Agent @ 29622 Kg/Year, Yeast @ 17768 Kg/Year with usual terms and conditions. Now the industry has applied for obtaining renewal of consents of the Board under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Detail of the case are us under: - 1. The industry has submitted CA certificate dated 31.03.2023, with value of gross fixed assets as Rs. 5194.06 Lakhs. The industry has already deposited Rs 1,68,500/- vide Receipt No. 210859696 dated 04/05/2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 1,68,500/- vide receipt No. 380948526 dated 04/05/2023 under Air (Prevention & Control of Pollution) Act, 1981. Now the industry has again deposited Rs. 336000/- vide receipt No. 377580723 dated 20.03.2024 as consent fee under Water Act, 1974, Rs. 336500/- (including Rs. 500/- as application form fee) vide receipt No. 401588135 dated 20.03.2024 as consent fee under Air Act, 1981, which it is adequate upto 31.03.2029 under both acts. 2. The industry has also submitted effluent analysis report dated 08.03.2024 issued from M/s Chandigarh Pollution Testing Laboratory, Industrial Area, Mohali and as per report the analyzed parameters i.e. pH@ 8.12, TDS@ 460, TSS@ 26.5, BOD@ 185 and COD@ 624. 3. As per condition imposed earlier consent granted by the Board, the industry has submitted that they are in process to obtain building plan of the industry from Director of Factories, Punjab under Factory Act, 1948. The site was already visited by undersigned along with EE on 12.01.2024 and observed as under: - 1. The industry was in operation and was engaged in production of ethanol from grains. 2. Manufacturing process of the industry consist of: Grain Based Alcohol Production: i) Grain Storage Silos, Cleaning, Handling and Milling Section: ii) Liquefaction Section iii) Fermentation Section CO2 Recovery Plant: iv) Multi-Pressure Distillation: v) Decantation Section vi) Integrated Evaporation vii) DWGS Dryer Section Process Condensate Treatment Section. 3. The industry has installed Zero Liquid Discharge based treatment for treatment of spent wash being generated from the Decanter. DWGS is being treated in Drier. Thin slop after Decanter is being treated in MEE. Condensate from MEE along with spent lease goes to ETP for treatment. Treated water after ETP is being re-used in cooling tower and in liquefaction process. During visit treated effluent sample from outlet of ETP leads to process was collected and as per report received from Zonal Lab Jalandhar vide letter no. 235-37 dated 25.01.2024 the parameters i.e., pH = 8.1, TSS BDL, TDS 608, COD 24, BOD 6 & O&G is BDL are various parameters are within the prescribed limits of the Board. 4. The industry installed boiler of capacity 14 TPH and has installed three stage ESP as APCD with adequate stack having adequate sampling arrangement. Industry was using rice husk as fuel in the boiler. The air emission and effluent samples of the industry were collected by the Board on 12.01.2024 and as per analysis report issued from Zonal Lab, Jalandhar vide 178-80 dated 22.01.2024 the parameter of particulate matter of boiler @ 14 TPH is 37 mg/nm3. 5. The industry has made closed system to convey ash being generated from boiler for further shifting to the storage area through trollies. Water sprinkles have provided at loading area of trollies. 6. During visit it observed that the industry has planted fresh sapling of different varieties of tress within its premises as well as near the boundary wall. The representative of the industry during visit informed that M/s ETH Biofuel has constructed from the existing land of M/s Rana Sugar Limited (Distillery division) and also developed planation area of approx. 2.5 acres has already been transferred from distillery division to ETH Biofuel. Accordingly, they have already meet the condition of plantation in 33% of total land area as per the condition of Environmental Clearance. 7. The industry has installed online OCEMS with the stack of the boiler and has already been connected with the Board’s server. 8. The representative informed they have applied for obtaining approval of Building Plan of the industry/license/registration under Factory Act from the concerned department and same may will be issued within 02 month. 9. The industry has installed one no. D.G. Set of capacity 1000 KVA which is provided with canopy and adequate stack height. The industry is complying with conditions of consents granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 as well as conditions of Environmental Clearance granted to it. RO has recommended that renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2029 with suitable terms and condition and special condition that: - 1. The industry shall submit building plan approved under Factory Act, 1948 to this office within 02 months period. 2. The industry shall comply with the condition of Environmental Clearance granted earlier. Keeping in view of above, it is recommended that renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2029 with suitable terms and condition and special condition that: - 1. The industry shall analyze its air/effluent samples from Board's lab as per schedule prescribed by the Board for Large/Medium Industries. 2. The industry shall not discharge any trade & domestic effluent into choe/drain/river or inland surface water and shall reuse the treated effluent in the process. 3.The industry shall submit building plan approved under Factory Act, 1948 and same shall be submit to RO within 01-month. 4. The industry shall comply with the condition of Environmental Clearance granted earlier. Competency (Hon'ble Chairman Sir)
