A. Status w.r.t. utilization of ash by TPP
• MoEF in supersession to its previous notification dated 14.09.1999, issued notification dated 31.12.2021 on ash utilisation from coal/lignite based thermal power plant. The TPP has submitted that 96.5% of dry fly ash ash has been utilized in the year 2023-24 and has utilized 4545754 MT of pond ash. The ond ash has been utilized for construction of Delhi to Amritsar to Katra Express Highway and for manufacturing of cement by M/s Ultra Tech Ltd.,…………….
B. STATUS w.r.t. INSTALLATION OF OCEMS
Direction’s u/s 18 (1) (b) of the Water Act, 1974 and Air Act, 1981 were issued on February 05, 2014 by CPCB to all the State Pollution Control Boards for installation of online emission and effluent monitoring systems by 17 category highly polluting industries. In the said directions, it was also mentioned that in case industry has adopted Zero Liquid Discharge (ZLD), the unit shall install IP camera with PAN, TILT Zoom, 5x or above focal length with night vision capability and flow meters in the channel/drain provided for carrying the effluent from within the premises. The industry is presently utilizing its entire trade effluent for forming ash slurry (of bottom ash) and is based on ZLD………….
COMPLIANCE BY TPP
a) The effluent generated from the boiler blow down, cooling tower blow down & DM reject etc., is taken into 2 no. sumps. The overflow water from ash dykes and effluent from sump of various streams is taken to ash stilling ponds, which is further taken to a tank where coagulants are added and thereafter passed through clarifier. The effluent is thereafter recycled back into the process for forming ash slurry (of bottom ash) and is based on ZLD, however the industry has not installed IP camera with PAN, TILT Zoom, 5x or above focal length with night vision capability and flow meters in the channel/drain provided for carrying the effluent…………..
b) The industry has provided Electrostatic Precipitators (ESP) as APCDs on the boilers (2 x 810 T/hour & 2 x 690 T/hour). Online Continuous Emission Monitoring System installed on all the stacks for the parameters of SPM, SO2 & NOX and same have been connected with the server of CPCB and PPCB…………..
c) The coal is transported to the thermal power plant through uncovered train. In coal handling and crushing area, 20 APCDs i.e., bag filters have been installed at crushing points and transfer points and the same have been made operational………….
d) The industry has provided oxidation pond for treatment of domestic effluent generated from its premises and the same is discharged onto land for plantation thereafter…………..
C. STATUS w.r.t. REVISED EMSSIONS STANDARDS
MOEF issued notification dated 07.12.2015, wherein the thermal power plants were required to achieve revised emission standards w.r.t. the parameter of PM, SO2, NOx & Hg by installation of FGD system, low NOx burners by 31.12.2024…………..
D. ASH DYKES
The industry has provided 2 separate ash dykes within the industrial premises in total area of around 79.54 hectares and sarkanda has been grown in the ash dykes to prevent the blowing of fly ash into the atmosphere……………….
E. Policy for Bio-Mass Utilization for Power Generation to Co-firing in coal based power plants.
Ministry of Power, Govt. of India has issued policy for Bio-Mass Utilization for Power Generation to Co-firing in coal based power plants, wherein it has been mandated to use 5% blend of bio-mass pellets primarily of agro residue (terrified/non-terrified) alongwith coal. A pellet project has been installed by NTPC Vidut Vypar Nigam Ltd. (NVVN), New Delhi of capacity 32 TPD for production of Non-torrefied within the premises of the TPP, however the unit has not been commissioned yet. The TPP is utilizing Non-torrefied pellets and is achieving 2% utilization target against 5 %....................
F. Management of Municipal Solid Waste
The industry has constructed 6 no. composting pits for scientific management of Municipal Solid Waste. The industry has also has also provided Material Recovery Facility to collect and segregate the MSW…………..
RECOMMENDATIONS:-
In view of above, if approved, Consent to operate under the Air Act, 1981 may be granted to the industry for a period upto 31.03.2025 as per the adequacy of consent fee, subject to the following specific conditions:-
1. The industry shall ensure compliance regarding ash utilization from coal/lignite based thermal power plants in compliance to MoEF notification dated 31.12.2021…………..
2. The industry will ensure to achieve the effluent/emission standards prescribed for such units……………
3. The industry will ensure to comply with the timelines as specified in the MoEF notification dated 31.03.2021 to achieve the revised emission norms……………
4. The industry will ensure compliance w.r.t. directions of CPCB regarding installation of IP camera with PAN, TILT Zoom, 5x or above focal length with night vision capability and flow meters in the channel/drain provided for carrying the effluent………..
5. The industry shall ensure segregation of solid waste at source; facilitate collection of segregated waste in separate streams, handover re-cyclable material to either the authorized waste pickers or the authorized recyclers as prescribed in the Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting or bio-methanation within the premises as far as possible. The residual waste shall be given to the waste collectors or agency as directed by the local body……………
6. The industry will ensure the compliance of Ministry of Power, Govt. of India regarding policy for Bio-Mass Utilization for Power Generation to Co-firing in coal based power plants and the directions issued by the commission for air quality management in the matter, within the stipulated time period………….
