• It is intimated that the industry is a small-scale red category unit.
• Earlier, the industry was granted consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 vide no. Vide no. CTOA/Renewal/JAL2/2022/19854505 dated 05.12.2022 valid upto 30.06.2027 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/JAL2/2022/19854639 dated 05.12.2022 valid upto 30.06.2027 for manufacturing of Crust leather finished leather @ 2322 square meter day with suitable conditions mentioned therein.
• Thereafter, the industry was granted consent to establish (expansion) under the Water (Prevention and Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Exp/JAL2/2023/20872356 dated 19.04.2023 valid upto 18.04.2024 for manufacturing of Bio Diesel @ 10000 Liter/day, Glycerin @1335 Liter/day and Fatty Acid oil @ 1335 Liter/day using Palm strene, Tallow oil, used cooling oil etc. @ 8000 Liter/day & Methnol @2 000 Liter/day as raw material.
• Now, the industry has applied for varied consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 with requisite documents.
• The industry has deposited Rs. 1,08,000/- vide R No. 54/5444 dated 28.09.2022 & Rs. 43200/- vide receipt no. 816366692 dated 23.02.2024 under Water Act, 1974 and Rs. 1,08,000/- vide R No. 55/5444 dated 28.09.2022 & Rs. 43200/- vide receipt no. 659175304 dated 23.02.2024 under Air Act,1981, adequate upto 30.06.2029.
• The industry has obtained CLU issued by Senior Town Planner, Jalandhar vide Memo No. 2260 dated 04.09.2015 for permission to use land in an area of 1.70 acres.
• Accordingly, the site of the industry was visited by the AEE of this office on 01.04.2024 and it was observed that the industry has installed the new machinery for bio diesel at the back side of the existing leather industry.
• As per the manufacturing process, the raw material i.e. palm stearin etc is first reacted in the reactor 1 with caustic soda and sulphuric acid to bring down the free fatty acid content on the raw material. Thereafter in the second reactor, this material is mixed with methanol to form methyl ester (bio diesel) and glycerin through trans-etherification reaction at 60 C. This is then fed to layer separator for separation of bio-diesel and crude glycerin.
• The Bio-diesel is then fed to the distillation column 1 from where two streams are recovered. One stream consists of methanol and the other stream consists of biodiesel. The other stream of crude glycerin from the layer separator is then distilled in distillation column 2 to remove moisture from the glycerin. The bottoms of both distillation columns are used as bio-fertilizer in the agriculture farms.
• The industry will use steam from the existing boiler of capacity 1 TPD which is provided with cyclone separator as APCD. There shall be generation of trade effluent from the lab and floor washing @ 1 KLD which will be treated in existing ETP based on ZLD technology installed by the industry.
• The Govt. of India has notified National Policy Bio Fuel 2018 with the aim of blending 20% of bio-diesel in conventional fuel. Further, the board vide office order Mega/2018/465 dated 13.09.2018 has decided that application of CTE/CTO related to bio fuel project be dealt by the concerned Regional Office/Zonal Office on priority, expeditiously and within the stipulated time period prescribed for such type of projects.
In view of above, it is recommended that varied consents to operate under the Water (Prevention and Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2029 with suitable conditions please.
