• The industry is small scale, orange category unit.
• The industry has applied for fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board for manufacturing of Plastic Dana @ 800 Kgs/day by using Waste Plastic Fresh @ 850 Kgs/day as raw material under orange category and detail of the same is as under:-
1. The industry has deposited consent fee of Rs. 27550/- (i.e Rs. 15950/- under Water Act, 1974 and Rs. 11600/- Balance fee) vide UTR No. 001329275472 dated 26.03.2024. Rs. 2900/- as NOC regularization fee vide UTR No. 001329317718 dated 26.03.2024 and Rs. 27550/- (i.e Rs. 15950/- under Air Act, 1981 and Rs. 11600/- Balance fee) vide UTR No. 001329320421 dated 26.03.2024. Rs. 500/- form fee vide UTR No. 001329315119 dated 26.03.2024 against the fixed assets of Rs. 31.43 lacs, which are adequate upto 30.09.2025 including 400% penalty
2. The industry has submitted approved building plan from competent person under Director of factories Act, Punjab.
3. The industry has submitted classification of area certificate issued from ATP, Municipal Corporation, Jalandhar vide letter No. 1718 dated 19.03.2024 in which mentioned that the site of the industry falls in General Industrial Zone as per Master plan Jalandhar 2009-2031.
4. The industry has submitted registry of the land, proprietorship certificate and manufacturing process and MSME certificate with the application.
5. The industry has submitted electricity bill as per proof of date of commissioning.
• The industry was already visited by the Er. Manvinder Singh Hundal AEE (OS), Er. Akash deep Singh JEE (OS) of this office on 12.03.2024 to verify complaint regarding from Advocate Vikram and it was observed that:-
1. The industry was in operation during visit and is engaged in the manufacturing of Plastic Dana.
2. The industry has installed two extruder machine and two aglo machine in its premises.
3. The industry has not installed any boiler/furnace/DG set in its premises.
4. There is no source of generation of trade effluent, only domestic effluent is discharged onto land for plantation.
5. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981.
The industry is a small scale orange category unit and the competency to decide such type of case lies with Senior Environmental Engineer, ZO, Jalandhar.
Keeping In view of above, it is recommended that fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2025 with suitable conditions as per policy of the Board with usual conditions and with special conditions that:
1. The industry shall apply/obtain registration under EPR Portal within 15 days.
2. The industry will not manufacture any activity related to plastic carry bags/ Single use plastic items.
