1. It is submitted that earlier the industry was issued show cause notice for revocation of CTO under the Water Act, 1974 along with an opportunity of personal hearing before Chairman of the Board on 24.11.2020, wherein, it was decided that the industry will submit detailed water management plan along with quantum of effluent for its reuse and disposal of effluent from various streams. In compliance to the decision of the said hearing, the industry submitted its water management plan in consultation with officer of the Board, so as to minimize the water consumption and wastewater discharge. Fresh water requirement in the plant was reduced from 316 KLD to 287 KLD i.e. reduction of 29 KLD. The plant is now operating at this capacity and has resubmitted the water balance diagram again regarding in compliance to decision of recent hearing dated 22.08.2023 before Chairman of the Board. Also, the industry was directed to install EMF meters at various points to verify its claim of water intake in various processes. In compliance to the recent hearing of Chairman of the Board, the industry has installed EMF meters at ETP inlet, ETP outlet, RO Feed, RO reject, RO permeate, MEE condensate and MEE concentrate. Effluent samples were also collected from the above points and sent to HO lab for analysis. As per the analysis reports, the concentration of various parameters are within the prescribed limits as prescribed by the Board. A copy of analysis report is attached.
2. Regarding utilization of paddy straw as fuel in the boiler of the industry, the industry has got DPR for change in its boiler for use of paddy straw as fuel instead of rice husk from Cheema Boilers Limited and the industry plans to go for conversion in this financial year.
Accordingly, the application of the industry is resubmitted with recommendations for grant of CTOs under the Water Act, 1974 and the Air Act, 1981 as proposed earlier.
