File Note: Show cause notice before refusal of consent to establish (NOC) under the provisions of Water Act, 1974 & Air Act, 1981 was issued to the project proponent vide letter no. 1563 dated 28.03.2024 along-with an opportunity to show cause to explain his position in writing, within a period of 10 days as the PP has not submited copy of the registered land lease. The PP has now submitted copy of the registered land deed dated 2.4.2024 Keeping in view of above it is recommended that the application submitted by the PP may be considered for grant of the Consent to establish/NOC to the project proponent for the establishment of colony in an area 24.54Acres having 268 residential plots and 46 commercial plots with validity upto 30.09.2024, with suitable conditions along with special conditions that: A. This NOC is valid for establishment of residential colony" in an area of 24.54 having 46 SCO’s & 268 Residential plots. B. The PP will lay pipeline and distribution network on its own cost leading to the area reserved for disposal of the treated effluent for plantation area to be developed as per karnal technology. C. The PP will not allow any polluting unit/ industry to be set up in the premises and only commercial shops will be established. D. The PP will not alter / change / expand its approved layout plan without prior permission from the Board and the built-up area under the project shall not exceed 1,50,000 sq.mtr. E. The PP shall be bound to obtain Environmental Clearance from the concerned authorities in case the built-up exceeds 1,50,000 sq.mtr. F. The PP shall utilize the treated effluent from the nearby STP for construction purposes and shall restrict usage of fresh water. The project proponent shall submit an agreement in this regard within 10 days. G. The PP shall provide dual plumbing line for utilization of treated effluent for flushing purposes. H. The promoter company shall ensure the compliance of conditions that only roof top rainwater shall be discharged into rainwater harvesting system, no surface run off or any other rainwater flowing in lawns garden be allowed to enter into the rain water harvesting system, and All the pipes provided for the recharging system should be visible and properly colored. I. The PP will manage its solid waste generated in-house as per the guidelines laid in the Solid Waste Rules, 2016. J. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem in its vicinity. K. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste. L. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016. Competency: CEE(B)
