File Note: RO has reported that marriage palace has freshly applied for obtaining consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 with requisite documents. Detail of the case are as under: - 1. The unit has submitted CA certificate dated 01.03.2024, in which the gross value of fixed assets of Rs. 111.29 Lakh as on 31.12.2023. Accordingly, it has deposited Rs. 72,200/- vide UTR No. BKIDY24074307941 dated 13.03.2024 as consent fee, Rs. 58,800/- vide UTR No. BKIDY24074330897 dated 13.03.2024 as Water Act Penalty and Rs. 5000/- vide UTR No. BKIDY24073214223 dated 13.03.2024 as VDS Fee under Water Act, 1974. Rs. 72,200/- vide UTR No. BKIDY24071263558 dated 11.03.2024 as consent fee, Rs. 58,800/- vide UTR No. BKIDY24071265881 dated 11.03.2024 as Air Act Penalty and Rs. 5000/- vide UTR No. BKIDY24071262013 dated 11.03.2024 as VDS Fee under Air Act, 1981. The unit has also deposited Rs. 500/- vide UTR No. BKIDY24071263368 dated 11.03.2024 as an application form fee. 2. The marriage palace has submitted the permission for Change of Land Use for Vehra Shagna Da, Village Majjupra, Tehsil Ajnala, Distt. Amritsar for an area measuring 2.576 Acre falling in the revenue estate of Village Majjupra (H.B. No. 282), Tehsil Ajnala, Distt. Amritsar. 3. The marriage palace has submitted copy of letter issued by STP, Amritsar vide no. 1901 dated 20/09/2019 vide which the building plan has been passed (under regularization policy dated 11/08/2017). 4. The marriage palace has also submitted copy of letter issued by Divisional Forest Officer, Amritsar vide no. 7635 dated 19/11/2018 vide which the no objection certificate has been granted to the unit. 5. The marriage palace has submitted Partnership Deed comprising 03 no. partners i.e. Balwinder Singh Gill, Kulwinder Singh Gill and Hardeep Kaur. 6. The marriage palace has also submitted Registered Deeds of the land, Jamabandi of the land and Building Plan approved by MC, Amritsar. The site of the marriage palace was visited on 03/04/2024 and observed as under: 1. The marriage palace was not in operation at the time of visit as no any function was going on. 2. The marriage palace has provided oil & grease trap, grit chamber and septic tank and the marriage palace has provided arrangement for discharging effluent after septic tank onto land for gardening. 3. The marriage palace has installed D.G. Set of capacity 160 KVA, which is provided with canopy. 4. The representative informed that the DJ system will be played in enclosed hall of the marriage palace in every function. The marriage palace falls in orange category in small-scale sector and competency to decide the case lies with Senior Environmental Engineer of the Board. RO has recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the marriage palace up to 30/09/2025 with suitable terms & conditions along with special condition that the marriage palace shall install STP whenever required on the directions of the Board. Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the marriage palace up to 30/09/2025 with suitable terms & conditions along with special conditions as under:- 1. The project proponent shall use approved / authorized fuel in its kitchen only with preference to cleaner fuels. 2. The project proponent shall properly channelize the fugitive emissions including emissions from cooking & kitchen operations by providing proper ducting / hood arrangement and proper exhaust system. 3. The project proponent shall adopt energy conservation measures by providing solar system, LED bulbs & inverters etc. 4. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. 5. The Project Proponent shall develop the vermi-composting/composting to manage the bio-degradable solid wastes. 6. The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies. 7. The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. 8. The project proponent shall make all necessary arrangements for compliance of Noise Pollution (Regulation and Control) Rules, 2000 & shall obtain required necessary permissions from designated authorities for operation of DJ etc as per provisions of noise pollution (Regulation & Control) Rules, 2000. 9. The project proponent shall not use or allow to use single use plastic (SUP) items in the premises as same are banned from 01/07/2022 as per notification of Govt. of India as well as Punjab. 10. The marriage palace shall install STP whenever required on the directions of the Board. Competency (SEE Sir)
