File Note: RO has reported that earlier the consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & control of Pollution) Act, 1981 was granted vide online reference no. CTOW/Renewal/GRP/2023/21618164 & CTOA/Renewal/GRP/ 2023/21618195 dated 21/04/2023, which are valid upto 31/03/2024 for the production of Sugar @ 200 Metric Tonnes/Day by using Sugar Cane @ 2000 Metric Tonnes/Day, Lime @ 3.6 Metric Tonnes/Day, Sulphur @ 1.3 Metric Tonnes/Day & Magna Flog @ 0.002 Metric Tonnes/Day under Red Category. Now the industry has applied for obtaining renewal consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for the production of Sugar @ 200 Metric Tonnes/Day by using Sugar Cane @ 2000 Metric Tonnes/Day, Lime @ 3.6 Metric Tonnes/Day, Sulphur @ 1.3 Metric Tonnes/Day & Magna Flog @ 0.002 Metric Tonnes/Day under Red Category through OCMMS in a totally paperless manner by uploading necessary documents as PDF. The Industry has deposited Rs. 52,800/- vide UTR No. 867857006 dated 02/04/2024 & Rs. 49,700/- vide UTR No. 347492603 dated 02/04/2024 consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Under Air (Prevention & Control of Pollution) Act, 1981 including Rs. 3600/- as NOC Regularization fee and Rs. 500/- as FDF, which is adequate upto 31/03/2025. The industry was earlier visited by the officers of the Board on 18/01/2024 and it was observed as under:- 1. The industry was in operation during visit. 2. The industry has installed ETP based on biological treated. ETP was in operation during visit. 3. During visit, samples treated effluent from ETP outlet were taken, which were sent to Head Office, Lab Patiala. As per analysis report the concentration of various parameters (pH-7.6, TSS-16 mg/l, TDS-540 mg/l, COD-88mg/l, BOD-18 mg/l & O & G-5.0) were within prescribed limits. OCEMS is installed which was online. 4. Treated effluent is discharged onto land for plantation in an area of about 05 acres. 5. Three boilers of capacity 20 TPHx2 (common stack) and 30 TPHx1 are installed. One 20 TPH boilers is for standby purpose. Wet scrubber is installed as APCD with all the boilers. Platform and ladder is provided with both the stacks. 6. During visit, 30 TPH & 20 TPH boiler were in operation. Stack emission sampling was conducted which were sent to Zonal Lab, Jalandhar and as per analysis report SPM (29 mg/NM3 & 56 mg/NM3) was within prescribed limits. 7. The industry has installed 4 molasses storage tanks (4500 tonnesx4). As per record 7330 tonnes of molasses was in store which includes molasses generated in previous season. In current season, 3930 tonnes of molasses has been generated till date of visit. Cooling mechanism is provided with all the tanks. 8. The construction of new plant capacity 5000 TPH is under way. However, the unit has not obtained EC for the proposed expansion and the Board has filed prosecution under the Environment (Protection) Act, 1986 for the violation of EIA notification of 2006 as per the imposed in the ToR issued by MoEF & CC, Govt. of India. 9. The industry has installed 1 no. D.G. set of capacity 380 KVA which is provided with canopy. It is further intimated that the industry is a large scale unit falls under Red Category and competency to decide the authorization case lies with worthy Chairman of the Board in the light of latest policy of the Board circulated vide Head Office, Patiala letter no.19650-761 dated 30/04/2013. RO has recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air Prevention & Control of Pollution) Act, 1981 may be extended upto 31/03/2025 with suitable conditions with the special condition that the industry shall explore the possibility of usage of paddy straw @5-10% along with Bagasse as a fuel in the boiler. In view of above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air Prevention & Control of Pollution) Act, 1981 may be extended upto 31/03/2025 with suitable conditions with the special conditions as under:- (i) PP may also develop the vermicomposting/composting to manage the biodegradable solid waste. PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies. (ii) PP shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic. (iii) PP shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises. (iv) The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. (v) The industry shall explore the possibility of usage of paddy straw @5-10% along with Bagasse as a fuel in the boiler. Competency (Hon'ble Chairman Sir)
