File Note: Sir, it is intimated that the industry is a small scale red category unit and was granted consent to operate under the Water Act, 1974 valid upto 30.06.2026 for discharge of treated trade effluent @ 100 KLD and domestic effluent @ 2 KLD into sewer but the same was curtailed upto 31.03.2023 with a special condition that the industry shall take adequate steps to stop discharging their industrial effluent into municipal sewer, Ludhiana by 31.03.2023. The industry has installed ETP consisting of components i.e. Collecteion tank - Chemical Dosing - Reaction Channel- tube settler- Pre-filteration Tank -MSF/ ACF - Outlet. The industry has also installed Online Online Continous Effluent Monitoring System (OCEMS). The samples of the treated trade effluent were collected on 30.06.2022 from the final outlet of ETP and as per analysis report the concentration of various parameters were found pH=7.9, TDS=648(mg/l), TSS=-35(mg/l), COD=84(mg/l), BOD=17(mg/l), Oil & Grease= BDL, Sulphides=BDL, Phenolic Compound=BDL, Ammonical Nitrogen=3.8(mg/l), total Chromium=BDL, SAR=3.7, which are within the prescribed limits fixed by the Board. The industry was visited by officer of the Board on 14.10.2023 and effluent sample were collected from the final outlet of ETP and as per analysis report the concentration of various parameters i.e. COD=396 mg/l against prescribed limit of 250 mg/l, BOD=115 mg/l against prescribed limit of 30 mg/l, Oil & Grease= 12.4 mg/l against prescribed limit of 10 mg/l, are beyond the prescribed limits of the Board. Also, the industry has submitted results of OCEMS installed dated 14.10.2023, which are within limits. Accordingly, the directions u/s 33-A of the Water Act, 1974 were confirmed for closure of the industry for violation of directions issued for disconnection of sewer connection vide Board's letter no. 1220-21 dated 23.02.2024. In compliance to above directions the electric connection has been disconnected by the PSPCL vide TDCO no. 8/104 dated 05.03.2024. The industry has been granted consent to establish NOC of the Board at Rahon Road, ludhiana for setting up dyeing unit with discharge of trade effluent @ 270 KLD onto land for plantation Thereafter, the industry wrongly obtained auto renewal 'Consent to Operate' under Water Act, 1974 and approached RO for restoration of electric connection. The Competent Authority directed the industry to apply for new consent, as the unit is ready to shift its operations from present location to other suitable area, where the industry has already obtained consents of the Board. The industry has now applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 for dyeing of job basis @ 1800 kgs/day. The industry has requested to grant consent along with restoration of electric connection for one year, so as to enable them shifting of unit to new location, where they have obtain NOC. The industry was visited by RO on 03.04.2024 and it was reported that the industry was not in operation due to unavailability of electric connection. The industry has already installed ETP for treatment of effluent being generated from dyeing of acrylic yarn. The industry has installed yarn dyeing machines of capacity 100 kg x 2, 60 kg x 6 and 30 kg x 4. During the visit electric connection was not available with the industry. RO reported that since, the industry has obtained NOC from Board for shifting the present operations to suitable location, being a special case the application of the industry may be forwarded to the Competent Authority of the Board for consideration of the request made by the industry to allow them to discharge/operate their outlet at present location. RO recommended that if the representation of the industry is considered by the Competent Authority of the Board, short term consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry along with restoration of electric connection for dyeing of yarn @ 1800 kgs/day with discharge of treated effluent @ 270 KLD into MC sewer with suitable terms and conditions. The validity of NOC granted to industry is upto 03.03.2025 for shifting the unit. In view of the above, it recommended that being a special case the application of the industry may be forwarded to the Competent Authority of the Board for consideration of the request made by the industry to allow them to discharge/operate their outlet at present location as proposed by RO, please.
