File Note: It is submitted that the subject cited establishment is a Restaurant-cum-Banquet Hall (Banquet hall, Kitty hall) and was obtained NOC of the Board vides no. CTE/Fresh/SGR/2021/14691794 dated 09.06.2021 for one year under the Water (Prevention & Control) Act, 1974 and the Air (Prevention & Control) Act, 1981 for its establishment by providing Restaurant of capacity 64 persons, Room for rent 9 numbers, Banquet hall for 100 persons/function & Kitty Hall for 25 persons, under orange category (having code- 2038-Hotels (< 3 star) or hotels having > 20 rooms and less than 100 rooms or having waste water generation > 10 KLD and less than 100 KLD and having a coal/Oil fired Boiler) with certain conditions mentioned therein. Now, the Restaurant-cum- Banquet Hall has applied for obtaining fresh consent to operate under orange category under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 for its operation by providing Restaurant of capacity 64 persons, Room for rent 9 numbers, Banquet hall for 100 persons/function & Kitty Hall for 25 persons. The following submissions/documents have been provided by the project proponent alongwith online application form: - 1. CLU from Office of Regional Deputy Director - CumCompetent Authority Local Government Patiala under PAPRA vide letter no. 13817 dated 18/06/2018, for land measuring 136 Bighe 7 Biswa. 2. The approved building plan from the competent person approved from Director of Factories. 3. Partnership deed. 4. CA certificate mentioing the un-depricated value of gross fixed assets of the establishment. 5. It has deposited Rs. 1,08,000/- deposited through online vide UTR. No. 910663892 dated 20.03.2024 under Water Act, 1974 and Rs. 1,08,000/- deposited through online vide UTR. No. 798080240 dated 20.03.2024 under Air Act, 1981 against the value of fixed assets of Rs. 494.72 as on 17.01.2024 mentioned in CA certificate dated 01.03.2024. The fee (after deducting penalty fee by considering sept. 2022 as month of its commissioning) deposited by the industry, is adequate up to 31.08.2030. To verify the submissions of the Restaurant-cum-Banquet Hall, it was visited by AEE of this office on 04.04.2024 and it was observed as under: 1. The Restaurant-cum-Banquet Hall was found in operation during visit. 2. The Restaurant-cum-Banquet Hall has provided Restaurant of capacity 64 persons, Room for rent 9 numbers, Banquet hall for 100 persons/function & Kitty Hall for 25 persons. 3. The Restaurant-cum-Banquet Hall is having kitchen at ground floor and is using LPG cylinders for other cooking purpose. The establishment has provided ducting / hood arrangement to channelize the emissions from cooking and has also installed few exhaust fans to emit cooking's emissions directly outside the kitchen through stack of adequate height. 4. The Restaurant-cum-Banquet Hall has provided proper grit removal arrangements bar screen, oil & grease trap followed by septic tank for treatment of wastewater generated from its premises. 5. The Restaurant-cum-Banquet Hall has developed adequate green area covered by tree plantations and was found disposing its treated effluent onto land for plantation. 6. The Restaurant-cum-Banquet is using LPG fired bathis for other cooking purpose. The establishment has provided ducting / hood arrangement to channelize the emissions from cooking to roof level. 7. The representative of the establishment informed that the waste food is being disposed off through piggery farms and the soil waste is being lifted by MC Dhuri. 8. The establishment has also installed 1 no. DG set of capacity 300 KVA, which is equipped with canopy and stack of adequate height. The point wise compliance of the Board’s circular no. 64 dated 2/2/2021 is as under: 1. Water Pollution 1.1 Effluent Treatment Plant a) The Restaurant-cum-Banquet Hall has provided proper grit removal arrangements bar screen, oil & grease trap followed by septic tank for treatment of wastewater generated from its premises. i. The Restaurant-cum-Banquet Hall has developed 1000 square meter (approx.) green area covered by tree plantations and was found disposing its treated effluent onto land for plantation. ii. The Restaurant-cum-Banquet Hall is discharging its domestic effluent into plantation area after passing through septic tank. iii. Same as mentioned at Sr.no. (ii). iv. NA being small scale orange category. b) EP Rules specify effluent discharge norms i. Not applicable. ii. The Restaurant-cum-Banquet Hall is yet to submit analysis report. c) The Restaurant-cum-Banquet Hall is discharging wastewater into plantation area. d) The Restaurant-cum-Banquet Hall has provided water meters at the source of fresh water supply. e) NA, as no STP-cum-ETP has been installed. f) Same as (c). g) The Restaurant-cum-Banquet Hall is yet to submit analysis report. h) Same as (c). i. Air Pollution a) The Restaurant-cum-Banquet Hall is using charcoal for tandoor and PNG gas for other cooking purpose. b) Complying, the Restaurant-cum-Banquet Hall has provided chimney followed by ducting system for exhaust emissions. c) The Restaurant-cum-Banquet Hall has provided silent DG set for emergency use only. d) NA. 2.2. Energy Conservation a) The Restaurant-cum-Banquet Hall has provided solar system for producing hot water. b) The Restaurant-cum-Banquet Hall has provided silent DG set for emergency use only. c) The Restaurant-cum-Banquet Hall has used only LED bulbs in its premises. 3.0. Consent to establish / Consent to operate a) Complying, / CTE obtained. b) Not applicable. c) Not applicable. 4.0. Solid Waste Management a) The kitchen waste (eatable items) is being disposed off through piggery farms and Recyclable/plastic waste is being lifted by MC, Dhuri. Moreover, the establishment is using re-useable crockery and glasses during functions to minimize plastic waste generation. b) Not applicable. Does not fall under the list bulk generators. c) Same as mentioned at 4.0 (a) d) The Restaurant-cum-Banquet Hall has also installed 1 no. DG set of capacity 300 KVA, which is equipped with canopy and stack of adequate height. e) The plastic / re-recyclable waste is being lifted by MC, Sangrur. f) Same as above. g) Same as above. h) Same as above. 5.0. Noise Pollution a. The Restaurant-cum-Banquet Hall uses only indoor loudspeakers as permitted upto 10.00 p.m. only. b. Same as above. c. Same as above. d. The Restaurant-cum-Banquet Hall has also installed 1 no. DG set of capacity 300 KVA, which is equipped with canopy and stack of adequate height. e. The representative of the Restaurant-cum-Banquet Hall informed that no burning of crackers are allowed within the premises. f. The Restaurant-cum-Banquet Hall uses only indoor loudspeakers as permitted upto 10.00 p.m. only. 6.0. Infrastructure issues and other requirement i) Does not relates to PPCB. ii) Does not relates to PPCB. iii) Does not relates to PPCB. iv) Does not relates to PPCB. v) Does not relates to PPCB. vi) Does not relates to PPCB. In view of above, it is found that the Restaurant-cum-Banquet Hall is complying with the guidelines for control and enforcement of environmental norms as notified by Board’s circular no. 64 dated 2/2/2021. Therefore, keeping in view of above mentioned facts and submissions made by the Restaurant-cum-Banquet Hall, this office is of the opinion that the Restaurant-cum-Banquet Hall may be granted fresh consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 up to 30.09.2029 under orange category with usual conditions and special conditions that: - (Competency- Senior Environmental Engineer) 1. The project proponent shall get its effluent samples analyzed from Board’s / Board’s approved lab in compliance to the Board’s office order dated 10/10/2011. 2. The project proponent shall maintain the record of water meter on the source of its fresh water. 3. The project proponent shall comply with the guidelines of Punjab Water Regulation and Development Authority (PWRDA), issued for the abstraction of ground water from time to time. 4. The project proponent shall not use any unauthorized mode for disposal of treated/untreated wastewater. 5. The project proponent shall regularly get cleaned the oil & grease trap, so that the wastewater can be effectively treated in the septic tank and the Oil & Grease so removed shall be disposed of in an environmentally sound manner. 6. The adequacy & efficacy of the waste water treatment system will be the entire responsibility of the establishment. 7. The establishment shall conform to the standards for treated waste water as laid down by the Board in circular vide no. SEE (HQ-1)/F.244/2011/271 Dated 10.10.2011. 8. The project proponent shall continue to comply with the provisions of the Solid Waste Management Rules, 2016 for disposal of solid waste generated from the hotel. 9. The industry shall ensure segregation of the solid waste at source, facilitate collection of segregated waste in separate streams, handover recyclable material to either authorized waste pickers or authorized recyclers as prescribed in Solid Waste Management Rules, 2016. The bio-degradable waste shall be processed, treated and disposed of through composting or bio-methanation within the premises as far as possible. The residual waste shall be given to the waste collectors or agency as directed by the local body.
